Senior Program Analyst/Contract Manager

RiVidium Inc. (dba TripleCyber), is seeking a Senior Program Analyst to assist with the Capital Facilities Investment and Resource Allocation Planning (RAP) process and other associated support required support the agency’s four (4) lines of business.

Responsibilities for this position shall include, but are not limited to:

  • Review and submit written analysis of documentation supporting business case development including cost and data analysis, policy reviews, and recommended courses of action to support business case justification.
  • Assist with preparing the agency’s Capital Facilities Investment Plan (CFIP) and its resulting budget plan and projects; ensure the CFIP is in alignment with related real property portfolio planning requirements; and use a standardized process to rank and prioritize investment projects. (Deliverable 5.2.1.1 Capital Facilities Investment Plan)
  • Assist with submitting the 5-year CFIP.
  • Assist with monitoring the effectiveness, financial accuracy, and management of the CFIP.
  • Assist with reviewing and providing process improvements to the Agency’s formulation, execution, and accountability budget process.
  • Facilitate the identification and submission of OFAM’s top priority unfunded requests (UFRs) through the agency’s UFR process and complete detailed analyses of budget decision impacts in BFX the Budget Formulation and Execution System, the agency’s budget formulation module in the SAP enterprise financial management system of record.
  • Review and submit written analysis of documentation supporting business case development including cost and analysis, policy reviews, and recommended courses of action to support business case justification.
  • Assist with preparing and submitting the Real Property Capital Plan outlined in the DHS Instructions and OMB’s A-11, Preparation, Submission, and Execution of the Budget - Capital Programming Guide. (Deliverable 5.2.1.2 Real Property Capital Plan)
  • Maintain a document repository of major capital projects using a government-available system such as SharePoint or the agency’s real-estate system of record - International Business Machines’ (IBM) TRIRIGA asset management application software.
  • Assist with developing and implementing budget life cycle strategies that further strategic budgetary goals and assist with developing the Future Years Homeland Security Program (FYHSP), the RAP, and budget justification documents.

Requirements For This Position Shall Include

  • Experience building Statement of Works/Performance Work Statements and procurement packages.
  • Minimum fifteen (15) years real property (commercial or government) experience specific to Capital facility planning.
  • Minimum fifteen (15) years programming experience working with the guidelines of the Planning, Programming, Budgeting and Accountability (PPBA) process.
  • Bachelor’s degree in business, or business-related field such as Accounting, Economics, Finance, Marketing, or equivalent work experience
  • Specialized experience supporting Intelligence Community in acquisition lifecycle management, software or systems engineering.
  • Ability to utilize office automation hardware, and software applications in the preparation of written documentation, databases, spreadsheets, and briefing presentations etc.

Desired Qualifications For This Position Include

  • Experience working with DOD or IC acquisition or pre-acquisition engineering projects
  • The ability to effectively comprehend and convey information with and from others in writing and verbal communications.
  • Understanding and practical application of software development methodologies.
  • AI/ML experience either in a PMO, industry or academia.
