Position Title: Senior Program Manager, Operations Transformation Controls
Required Skillsets:
The Senior Program Manager, Operations Transformation Controls will be the Project Controls Manager responsible for managing the financial aspects of multiple projects. This role ensures that project financial risk management practices are implemented from budget to actuals, adhering to appropriate governance standards. The Operations department is involved in various transformation back-office and operational efficiency projects within the Rail Network Operations Transformation Improvement Program.
The position will work closely with FP&A to address project management controls related to budget management, procurement management, logistics management, performance reporting, and oversight for the delivery of technology solutions to improve back-office needs. The role requires strong finance and accounting knowledge, best practices in risk management, and internal control skills to achieve objectives by planning and evaluating multi-project activities, with indirect guidance from senior-level managers and directors. The role demands regular, accurate budget forecast management, as well as analytical and metrics-based reporting to stakeholders and finance. Excellent business and financial acumen, system data and operational analysis skills are essential for the timely and cost-effective implementation of transformative projects. Strategic planning knowledge in BPRE (Business Process Reengineering) or Lean Continuous Improvement is desired.

ESSENTIAL FUNCTIONS:
- Demonstrate strong, effective program management and accrual-based accounting, leveraging GAAP, GRC, and internal controls practices.
- Develop and maintain required project artifacts in accordance with Project Management standards and applicable regulations.
- Develop labor models and financial performance report standards, working closely with project managers, business users, procurement, and FP&A.
- Establish collaborative partnerships to facilitate rapid scoping, financial, and resource decisions.
- Identify and implement improvements to drive operational and cost efficiencies through back-office controls and documented standards.
- Implement appropriate project governance structures and processes, evaluate risks, and establish and report on mitigation plans.
- Advanced degree in Project Management, Accounting, Business Administration, Finance, Economics, Information Systems, Engineering, or equivalent work, training, and education.
- Experience with project management, procurement, data visualization, and finance systems, such as SAP, Ariba, ERP, SharePoint, Power BI, and Tableau.
- Strong business acumen with advanced Excel skills and excellent written and oral communication skills to effectively respond to complex information.
- 12 years of significant hands-on program and project financial management experience; PMP certification required.
- Must have work authorization in the United States.
- Experience working with rail, airline, or transportation industries is desired.
