Role Description

The Senior Program Manager Strategic Initiatives, People and Talent, is responsible for managing various processes and projects within the People & Talent organization. This role involves coordinating project activities and overseeing cross-functional teams, including in-house staff, consultants, and contractors.

Essential Duties & Responsibilities

  • Leads P&T projects, process improvements and change initiatives, cross-functional teams, and resources to ensure delivery on project scope, schedule, and budget, ultimately to deliver desired outcomes, benefits and value to DC Water and employees.
  • Analyze project charters and facilitate project definition, recommendation, and initiation activities, including developing business or value cases, collaborating with stakeholders to define the objectives and scope, and obtaining leadership approvals.
  • Leads cross-functional teams to develop comprehensive project plans, including project scope, objectives, deliverables, success criteria, schedule, budget, and resources for the assigned projects.
  • Facilitates cross-functional working sessions for requirements gathering, risk identification and assessment, options evaluation, decision making, and continuous improvement across multiple projects.
  • Anticipates potential obstacles and taking proactive measures to mitigate any delays that may arise during the delivery process, thereby ensuring efficient and timely completion of tasks.
  • Maintains consistent and open lines of communication with customers/clients, actively coordinating and scheduling meetings, confirming program schedules, and engaging in discussions to address any potential program issues or concerns in a timely and effective manner.
  • Engages in communication with management, providing regular updates on the current status of the program and promptly alerting them to any existing issues or potential challenges, thereby facilitating informed decision-making and proactive problem-solving to ensure the smooth progression and successful outcomes of the program.
  • Maintains a systematic and proactive approach to keep customers and/or clients fully informed about the ongoing status, progress, and developments of the program, ensuring transparency, clarity, and satisfaction throughout the duration of their engagement.
  • Anticipates and assesses potential schedule disruptions, utilizing forecasting techniques to identify potential delays, and devises contingency plans and alternative strategies to mitigate any adverse impacts on the schedule, thereby ensuring the timely execution and successful completion of tasks and projects.
  • Oversees all project-related communication to inform, involve, and engage different project teams and stakeholders.
  • Prepares and delivers project-related presentations and status updates to leaders for the Chief People Officer and Executive Vice-President, to ensure understanding of progress, alignment on direction, and clarity of decisions.
  • Identifies & manages multiple project risks through proactive identification, assessment, reporting, and treatment; reports potential impacts of risks, develops mitigation plans, and takes action to address issues.
  • Tracks changes to project scope, schedule, or budget, assesses impacts on schedule, budget, and resources, and communicates changes to stakeholders as needed.
  • Monitors resource allocation, including personnel, equipment, and materials, and adjusts allocations as needed.
  • Supports change management initiatives related to P&T policy, program, process, and technology improvements, ensuring seamless transitions and user adoption.
  • Maintains accurate and up-to-date project documentation, including progress reports, meeting minutes, and change logs.
  • Oversees project closeout activities, including final inspections, documentation, and stakeholder acceptance.
  • Act as a liaison between P&T and other departments to ensure alignment of various project goals with organizational objectives and other related operations and projects.
  • Manages, analyzes, and reports project budgets and expenditures to ensure adherence to approved budget and financial goals.
  • Ensures collaboration and the operation of departments to confirm that assigned programs are completed according to specifications, budgets, and timelines.
  • Prepares and manages budget and resource allocation for employee relations programs and recommends for approval.
  • Reviews and determines causes of variances in expenditures against forecasts and budgets, and ensures management is informed as appropriate.
  • Conducts post-project reviews and evaluations to assess project performance, identifies lessons learned, and recommends process improvements for future projects.
  • Ensures that P&T’s project management procedures, standards, and practices adhere to DC Water’s Enterprise Program Management Office (EPMO) standards and industry best practices.
  • Establishes quality standards and processes to ensure different project deliverables meet or exceed expectations and industry standards.
  • Participates in quality reviews and audits as required.
  • Monitors industry trends, proactively identify opportunities for enhancing strategic programs and talent management, etc.
  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with the Chief People Officer and Executive Vice-President, employees, various stakeholders across DC Water, and external consultants, vendors, and suppliers that are involved in P&T projects as appropriate.

Skills & Qualifications

Required Experience

Five (5) years of experience in project management and process improvement, specializing in process analysis and improvement to enhance operational efficiency and effectiveness.

Minimum Education Requirements

Bachelor’s degree in Business Administration, Human Resources, or related field from an accredited college or university or a High School Diploma or equivalency with nine (9) years of experience in project management and process improvement specializing in process analysis and improvement to enhance operational efficiency.
