Position Summary

The Office of Community Health & Safety (OCH&S) works to address longstanding disparities in health outcomes and criminal legal systems involvement for people in Pittsburgh. Critical to OCH&S’s mission is the Continuum of Support, which utilizes social work staff and expertise to execute public health-informed strategies alongside public safety personnel to prevent and respond to crises , ensur ing that Pittsburgh is a healthy and safe city for all.

The Social Work Manager oversees the implementation of Continuum of Support (COS) program s including People In Need of Support (PINS) , Trauma Survivor’s Assistance Program (TSAP), and Co-Response focusing on direct supervision of Community Social Worker (CSW) Team Lead s and the Victim Assistance and Trauma Coordinator . The Social Work Manager provides daily clinical supervision of and support s the Team Lead’s daily task supervision for the CSWs , who respond to crises and prevent escalation of complex situations for those whose needs are not met by the traditional Public Safety response paradigm. The successful candidate will focus on staff management and system strategy development with OCH&S colleagues . Daily responsibilities include clinical supervision of Continuum of Support and task supervision of Team Leads, program development and management, attending community events and stakeholder meetings to represent the COS , interfacing with local universities.

Th is is a fully in-person position report ing directly to the Assistant Director of the Office of Community Health & Safety . It e nsur es that program needs an d feedback are elevated appropriately . Central to the position is the facilitation and maintenance of partnerships, and gap analysis of resources and programs. The Social Work Manager must understand the laws and regulations surrounding patient confidentiality and documentation procedures. The ideal candidate will have a strong understanding of harm reduction, a focus on empowering individual agency and choice, and experience in case management, crisis intervention, victim support, mental/behavioral health support, and supervision.

Qualifying Requirements

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show five (5) years of full-time clinical experience with some supervisor experience. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Master of Social Work (MSW) from a fully accredited institution and must be a Licensed Social Worker (LSW). Licensed Clinical Social Worker. Licensed Clinical Social Worker ( LCSW) preferred . (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: No ne permitted for this position. Therefore, no education/training and/or work experience may be substituted toward the qualifying requirements listed above.

POSITION DUTIES

  • Adheres to and practices OCH&S values and principles, with a focus on harm reduction-based, person-first, crisis and trauma-informed principles.
  • Assists in coordinating response to major public safety incidents.
  • Takes a leadership role in the operationalization of all activities related to social work practice and the provision of social work services to program participants.
  • Supervises the Police Team Lead and the People In Need of Support (PINS) Team Lead.
  • Ensures that direct reports provide appropriate leadership , guidance , and program coordination to respective teams.
  • Develops and ma intains policies and procedures, ensuring team compliance.
  • Plans guest speakers and tracks continuing education requirements for Continuum of Supports.
  • Provides consultations on complex cases.
  • Works with OCH&S senior staff and Public Safety personnel to implement and execute co-response and assisted response models and further develop the City of Pittsburgh’s Continuum of Support, including participation in side-by-side multidisciplinary training.
  • Collaborates with the Operations Program Manager and Department Business Administrator to develop program expansion and sustainability plans for the Continuum of Support.
  • Partners with Data Analyst to develop, execute, and refine C ontinuum of Support staff use of Julota , the software utilize d to track engagement with program participants. Provides training to social work staff regarding Julota changes .
  • Attends community events and builds partnerships to communicate the progress of the Continuum of Support to community members and to integrate feedback within the program development cycle.
  • Collaborates with OCHS Assistant Director to represent department in interdepartmental meetings, budget meetings, the Mayor’s Office, and more.
  • Maintains relationships with pre-existing community partners including Pittsburgh Public Schools, DHS, Center for Victims, and Allegheny County Area Agency on Aging.
  • Supports social workers in assessing the biopsychosocial status of all clients including people who are survivors, witnesses, and co-victims of crime to determine types of referrals and services indicated .
  • Supports social workers in conducting on-the-scene crisis intervention and intervenes when necessary.
  • Collaborates with other program principals within and external to OCH&S, ensuring strategic partnerships support program functions.
  • Monitors social work compliance with documentation requirements of client interactions and referrals in identified database system and intervenes as necessary.
  • Responsible for responding to high-acuity emergent needs as requested by Team Leads.
  • Oversees social work internship program, including supervision of intern ship placement and liaising with local universities.
  • Coordinates social work staff meetings and regular updates to social work staff.
  • Oversees employee onboarding into OCH&S social work practice s.
  • Collaborates with Assistant Director and Operations Program Manager in coordinating assisted response and other COS scheduling.
  • Performs other related tasks and duties as assigned or required .
