looking for a senior SQL Database Developer who can also do some Business Analysis / Requirements Gathering. That’s the “unicorn” part.

Currently, these courts are doing their Case Management using Excel Spreadsheets and Access Databases.

JIC wants this person to be able to create a SQL Database (application) to take over this process. This will involve migrating some data from Excel and Access into the new SQL Database application.

So, the top four primary skills would be… Business Analysis, Requirements Gathering, SQL Database Development, & Data Migration.

Delaware’s Judicial Information Center (JIC) in conjunction with Administrative Office of the Courts (AOC), seeks assistance to develop, and implement a technical solution that will meet the business needs of Delaware’s Problem-Solving Courts. Information on the Problem-Solving Courts can be found at Problem-Solving Courts - Superior Court - Delaware Courts - State of Delaware

Currently, the Problem-Solving Courts manually collect data using spreadsheets or Access databases. This initiative supports the development and implementation of an enterprise/unified database and application that will provide case management functionalities for the Problem-Solving Courts - replacing the currently used spreadsheets and/or Access databases.

The proposed scope of work for this initiative will include:

• Review and discussions of Problem-Solving Courts business requirements.
• Review and discussion of the JIC’s as-is technical environment.
• Proposal to include recommendation of a technical solution to include:
• High level scope of work
• Schedule milestones
• Anticipated Costs
• Court/JIC resources needed.
• Expected (out/year) maintenance.
  
  

Problem-Solving Courts Case Management Requirements Include

• Migration of data from legacy spreadsheets and Access databases.
• Integration with mainframe environment via web-services.
• Ability to interface with web services.
• Development of SQL database to store problem-solving courts data.
• Development of application to view and access data.
• High- level application layer functionalities to include:
• Role based security.
• View of data by court/ admin functionality to view all data.
• Ability to update specific data elements.
• No reporting tasks are needed at this time.
• Development of technical and configuration documentation

Skill Sets Needed For This Initiative Include

• The ability to read and understand technical and business requirements.
• Knowledge and experience developing in the Microsoft platform to include SQL Server, Access, Excel, and .NET Framework.
• Knowledge and experience of data integration and data views utilizing web services technologies.
• Experience developing case management solutions in a state environment.
• Proven ability to manage and report on work being performed.
