Job Description

The HHSC Public Health Applications division is seeking an IT Application Manager who is passionate about growing and sustaining an innovative technology organization. This individual will be a leader who enjoys solving complex problems in a fast-paced, collaborative, inclusive, and iterative delivery environment. The right candidate has a proven record leading a large development team. Responsible for the design and development of systems, platforms and integrations of the Public Health applications. In partnership with cross-functional stakeholders, plan the product roadmap and drive project execution and delivery. Use leadership, interpersonal, and organizational skills to build highly effective teams, foster collaborative relationships, and motivate engineering teams to deliver on strategic business objectives. This position will mentor staff, assign work, oversee and assess staff performance. These responsibilities include both workday and night/weekend on-call support as required to maintain high availability of the applications for various users. This position works under minimal direction with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions

  • Provides leadership and supervision essential to ensuring efficient and effective applications development services for our customers. Supervises the overall planning, implementation, coordination, and evaluation of services in the assigned IT Public Health portfolio. Responsibilities include meeting established goals, ensuring work plans and schedules are in place and properly executed, organizing the work based upon best practices, and overseeing day-to-day operations so that activities are completed on time, within budget, and within scope and quality requirements. Supervises highly complex efforts that require coordinating, planning, and scheduling during software development and operational activities. Supervises and oversees day-to-day operations so that initiatives are completed on time, within budget, and within scope and quality requirements. Liaise with Managed Service Providers. Security & Governance: Maintain vendor and app management, and security requirements. Enforce security policies and contribute to cross-functional security related strategy and execution.
  • Advises, consults and negotiates with DSHS customers in providing software development services for and evaluating service level performance consistent with DSHS, HHSC and DIR plans, standards and guidelines. Provides leadership to assigned managers and staff to ensure services are coordinated, efficient, follow best practices and policies, and meet service level objectives.
  • As a team lead, provides supervision of staff. Responsible for assigning work and providing Manager with input on performance evaluations, training, recommending personnel disciplinary actions, and scheduling and approving leave.
  • Assures the assigned application(s) conforms to and complies with all related policies, standards, procedures, activities, and required reports provided by the section, DSHS, HHSC, and oversight agencies
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge of Cloud Services (Microsoft Azure is preferred.)

Knowledge of Enterprise and Service provider IT infrastructure.

Have a clear understanding of paradigm difference between traditional datacenter and cloud hosting. The ability to understand the security and performance ramifications between the two.

Possess strong analytical and problem-solving skills, experience in a transactional high-volume, high availability production environment.

Ability to handle multiple projects, self-reliant, self-motivated and possesses a "can do" attitude.

Strong communication skills and the ability to contribute as a member of cross-functional virtual teams.

Knowledge of standard IT service management process such as change, incident and problem management, as well as root cause analysis.

Ability to create procedural documentation

Knowledge of the principles, practices, and techniques of software development and the full software development life cycle (SDLC).

Knowledge of industry accepted software engineering practices.

Knowledge of testing principles and methodologies.

Ability to analyze requirements, user stories and acceptance criteria.

Registration Or Licensure Requirements

Initial Selection Criteria:

  • Master's or Bachelor’s degree from an accredited college or university
  • 5+ years experience leading an application team leveraging either agile or waterfall development delivery methods
  • 5+ years experience in people management
