Minimum Technical Qualifications

As of the Offer Due Date, the proposed project person must have the following listed experience, knowledge, skills and abilities, as evidenced by Attachment II, Proposed Project Person Skill Summary Sheet and resume:

  • At least seven (7) years of working experience managing projects, whose aggregate budget was at least $100 million, in the role of Project Manager including, but not limited to, initiating, planning, executing, controlling, and/or closing processes on projects.
  • At least seven (7) years of experience incorporating an industry's open & non-proprietary SDLC methodology to lead and manage various technical aspects of solution/software implementation projects, while facilitating and collaborating closely with organization's business stakeholders and technical staff to follow all applicable project's implementation standards, processes, procedures, and best practices, etc.
  • At least ten (10) years of experience within the last fifteen (15) years, as a Project Manager working on behalf of a California State agency to protect the agency's best interests while working and collaborating with a third-party vendor (e.g. system integrator or solution implementer) to manage the deployment. The experience cannot be on multiple projects at the same time. Out-of-state work will also be considered if the Project Manager's experience is predominantly with the State of California.
  • At least seven (7) years of experience coordinating multiple stakeholders and business units.

Desirable Technical Qualifications

It is desirable for the proposed project person to have the following listed experience, knowledge, skills and abilities as evidenced by Attachment II, Proposed Project Person Skill Summary Sheet and resume:

  • Five (5) years or more, above the minimum qualifications noted above, of serving in non-concurrent IT Project Management role(s) at a California State agency.
  • Two (2) years or more working experience in a pension/retirement organization similar to CalSTRS.
  • Five (5) or more years of serving as the lead Project Manager managing IT systems integration projects involving resources from multiple business areas and a project size of at least 100 people.
  • Two (2) years or more experience participating in the State procurement process on behalf of a State Department. E.g. Working on the procurement process on behalf of a State of CA agency including but not limited to: acquisition planning and determining procurement approach, market/vendor research, drafting SOWs and exhibits, participating in proposal evaluations and negotiations, reviewing legal contract documents for accuracy.
  • Project Management Certificate (PMP) certificate preferred, but may include other industry standard certifications or credentials, as evidence by a copy of the certificate(s).
