Navitas Business Consulting is seeking a Business Analyst to support the State of Maryland, Department of General Services mainframe modernization project. The project is a large-scale IT modernization effort to identify and implement a modern, cloud-based Capital Project Management Information System
Duties/Responsibilities
The Business Analyst shall work directly with the project manager, the project team, and State personnel and collaboratively work with the project stakeholder groups to:
Current state analysis
Coordinate with legacy system (AS/400) users/subject matter experts to understand the current state
Document existing processes and procedures, and prepare meaningful and easily understood process diagrams, using standard diagramming software such as Microsoft Visio
Future state analysis
Coordinate with business stakeholders to document and ensure business requirements, processes/workflows, use cases, user stories and key system capabilities are created and stored in a shared environment, and remain current as part of the modernization effort
Analyze processes and recommend improvements for architecting new processes, which address any identified gaps and increase process efficiency and effectiveness
Create scope of work for an RFI/RFP
Working with procurement, business stakeholders, and project manager, create the scope of work to be included in RFIs/RFPs for vendor/product system solicitation - including creating a traceability matrix and vendor scoring model
Assist project manager and stakeholders with vendor/product evaluation and scoring
Develop use cases and user stories
As a key communication tool between the business and system delivery resources
Working with stakeholders and project managers, prioritize use cases/user stories to support a phased delivery implementation
Partner with business stakeholders to develop business cases and project charters
Testing & Quality Assurance
Create test plans, cases, and scripts to validate the user stories and the to-be-delivered system functionalities, workflows, and data
Working with stakeholders/users and delivery partner(s), coordinate, execute, document, and track testing activities - functional requirements testing, user acceptance testing, regression testing, and testing of production issues
Training & Support Documentation
Maintain comprehensive documentation of system configurations, changes, and processes for reference and training
In conjunction with the delivery partner(s), assist in end-user training & support of the delivered solution
In conjunction with the delivery partner, assist with the creation of necessary job aides, user guides, and/or additional training and support collateral to support the DGS instance of the to-be implementation
Issue Resolution - working with stakeholders and delivery partners, track, investigate, and resolve system-related issues
Resource shall perform other duties assigned by DGS and/or the project manager
General Experience:
Must have at least eight (8) years of experience as a functional business analyst for IT-related projects, preferably across multiple hardware and software platforms
Must have five (5) years of experience as a functional business analyst, working independently as an individual contributor on complex, large-scale cloud-based applications
Demonstrated knowledge of business process/workflow automation
Prior experience preparing business cases or writing project deliverables, such as a functional requirements document, user stories or requirement traceability matrix
Experience with data analysis and migration - ETL experience is a plus
Prior project delivery experience - using Agile/Safe methodologies is a plus
Strong communication and interpersonal skills, including communicating effectively (verbal and written) with technical and non-technical stakeholders
Demonstrated success documenting and delivering multi-million-dollar SaaS / COTS IT implementation projects
Experience working with large-scale enterprise efforts, implementing complex business applications that use relational database management systems, and integrating with other external systems
Excellent problem-solving and analytical skills
Ability to work collaboratively with cross-functional teams
Attention to detail and a commitment to delivering high-quality results
Strong working knowledge of relevant applications, including MS Office, Visio, Google Workspace (formerly G-Suite), and collaborative productivity tools, are preferred
Education:
Must have a bachelor’s degree in computer science, Information Systems, or equivalent work experience from an accredited college or university
