Job Requirements

Knowledge and Skills Needed

  • Knowledge of and skill in applying basic principles, practices, laws, and regulations of federal human resources sufficient to develop training programs that comply with requirements and provide guidance to HR Specialists.
  • Must have excellent communication and presentation skills.
  • Must have solid experience in developing PowerPoint presentations and using Microsoft office suite or other training applications. Navigating all of MS Office Suite, especially MS Word and Adobe Acrobat.
  • Solid technology experience, LMS, Teams, video conferencing
  • At least 15 years of experience as a Federal HR Specialist, in two or more HR program areas (e.g., recruiting, benefits/payroll processing, onboarding, etc.) in addition to basic staffing.
  • Ability to develop, deploy and analyze training needs assessment surveys to anticipate human resource development and training needs for employees.
  • Knowledge of and skill in applying, HRD learning theories, principles, and methods.
  • Ability to demonstrate originality and ingenuity to develop guidance and training materials.
  • Able to handle multiple priorities at the same time.
  • Adheres to the “Completed Staff Work” framework introduced in the organization.
  • Ability to adapt to constant change and demands of the role.
  • Ability to work across the organization and move projects forward.
  • Must have excellent communication and presentation skills. Concise written and verbal communication skills.

  • Deep understanding of adult learning principles to tailor training programs effectively.
  • Experience in designing and delivering training programs through e-learning platforms.
  • Conflict resolution skills to mediate and resolve conflicts during training sessions or within teams.
  • Strong skills in engaging with stakeholders at all levels to ensure alignment with training objectives.

Desired Experience:

  • Bachelor's degree and 15-20 years of Operational HR Experience (Staffing is a must, Classification and Pay/Benefits experience is optional).
  • Experience in applying HRD learning theories, principles, and methods are highly desirable.


Job Description *

The incumbent will play a pivotal role in the YRCI University by designing and delivering robust, Human Resources (HR) progressive training programs, that encompass a range of HR technical/transactional program areas, including Recruitment and Staffing (basic Staffing, end-to-end Federal Staffing training, adjudicating Veterans' Preference, Category Rating, Delegated Examining (DE) Test Prep, developing Job Analysis and Assessment Questions, experience with various automated talent systems, and qualification determination), Onboarding, Personnel Processing, file maintenance, Benefits, Payroll, and position Classification.

  • Enhance or develop on-the-job training program for HR entry level, mid-level, and refresher training providing a career for recent hires, and assistance to management to promote the effective utilization of work skills on the job; providing career guidance and coaching for new hires and assisting management to promote effective work-skill utilization in all levels of staff.
  • Develop, promote, and deliver innovative training modules on Staffing, Onboarding, Personnel Processing, Pay, Onboarding, Benefits Administration, and Classification to include job aides.
  • Develop job aides for every HR area practice which are maintained online for employees to learn from and use as references daily.
  • Monitor on-the-job training of employees and measure effectiveness of training events.
  • Work one-on-one with employees who may have difficulty in learning HR practices.
  • Participate in project kick-off meetings to gain an understanding of customer requirements and expectations, determine associated training needs, and follow through to ensure the staff is prepared to assume the work; remain engaged as a team resource to verify that work is being completed in compliance with contract stipulations; provide continuing training as needed.
  • Work with HRROC leadership to identify performance deficiencies that could be addressed through increased just in time training efforts.
  • Provide guidance to staff in creating individual development plans to achieve short- and long-term career goals.
  • Ability to apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Develop surveys to measure the effectiveness of the training and adjust training as required.
  • Design and develop various types of assessments to measure learning outcomes.
  • Develop scenarios for use in training and assessment contexts.
