- If you think back to the Royce model of software development, it's not difficult to imagine the best way to structure your organization. With Royce, your organization should split into different functional areas, so there's an expert in each project phase. Then you should grade strict processes in your project documentation. In the Royce Waterfall Model, you'll need detailed documentation. It's important to spend a lot of time building that documentation, because of the high cost involved in making changes. You'll want to put change control boards in place so that you can balance the cost of the change against the benefit.
