#30daymapchallenge Day 12 : South America This map shows the 450+ known indigenous groups of South America. South America is home to an incredibly diverse collection of indigenous groups, each with its own unique cultures, languages, and traditions. The rich tapestry of indigenous communities in the region includes the Quechua and Aymara in the Andes, the Mapuche in Chile and Argentina, the Yanomami in the Amazon rainforest, and many more. These groups have historically thrived in a variety of ecosystems, from high-altitude mountains to dense jungles. However, the current geopolitical boundaries in South America often cut across ancestral lands, leading to challenges for indigenous communities in maintaining their traditional ways of life. The imposition of national borders has sometimes resulted in the fragmentation of indigenous territories, leading to issues of land rights, resource management, and cultural preservation. Despite these challenges, indigenous groups in South America continue to assert their rights, advocate for recognition, and play a crucial role in shaping the region's cultural diversity. Examples of activities that require tribal review are listed below. - Ground disturbances; examples include digging to create foundations, footing, or the installation of new water lines - New construction in undeveloped natural areas; undeveloped natural areas include but are not limited to, canyons, mountaintops, and islands  - Incongruent visual changes; an example of this is the construction of a structure that blocks a viewpoint or detracts from the natural character of the region - Incongruent audible changes; any increase in noise levels above acceptable decibel levels - Incongruent atmospheric changes; an example of this is the introduction of lights that interfere with the natural night sky and create skyglow - Work on a building with significant tribal association; such as rehab of a native tribal structure or former home of an important person - Transfer, lease or sale of a historic property of religious and cultural significance; such as leasing a property that contains archaeological sites Consulting with tribes is important because many projects have the potential to impact the natural and cultural resources that are important to tribal communities that wouldn’t be recognized by the state historic preservation officer nor the professional performing the review. These resources can include sacred sites, traditional hunting and fishing grounds, and other areas of cultural or spiritual significance. In addition to preserving historical artifacts and resources, many tribal communities have unique knowledge and perspectives on the environment that can be valuable in assessing the potential impacts of a project. This knowledge may be based on centuries of observation and traditional ecological knowledge and can help to identify potential environmental impacts that might not be apparent from a purely scientific perspective.

Badger Mountain, a culturally significant site to tribal nations, is under threat from a proposed solar project by Avangrid. The mountain is not only a source of food but also a ceremonial ground with spiritual rock features. Despite political pressure and the state’s commitment to green energy, the project faces criticism due to the potential damage to these cultural resources. The project’s surveys overlooked tribal interests and potential archaeological sites on Badger Mountain. Critics have accused the Washington State Department of Natural Resources (DNR) of prioritizing monetary interests over tribal resources and resources important to Indigenous people. The Yakama Nation considers all of Badger Mountain a traditional cultural property and a vital source of heirloom foods. The proposed project threatens to destroy about half of the area’s root vegetable harvest, continuing a pattern of eroding tribal food systems and health. https://lnkd.in/gDcGN7sw

This damning article about shady development practices highlights the very real danger of profit incentives in industry. Developers having political sway and contractors lacking an appropriate level of ethics to do an honest job are major concerns that need to be recognized and addressed. The internal issues with DNR and the fact that archeological surveys or Tribal voices have little say in preventing damaging development adds an additional layer of despair. And then on top of everything, in this particular case what has been described as "cultural genocide" is in the name of green infrastructure. The lack of shame is astounding.

Our small agency, the Washington State Department of Archaeology and Historic Preservation, is proud to announce that in 2023, we passed 18,000 project reviews, which is 2,000 more than the previous year. Our staff's hard work and dedication have paid off, as the average review time was only 5 days, a remarkable achievement. We want to thank our team for their diligence and commitment to excellence. However, we cannot ignore the fact that our agency, as well as state and tribal historic preservation offices, are struggling to keep up with the increasing workload. State government is finding it harder and harder to recruit archaeologists and historic preservation professionals due to poor salaries, which are not commensurate with the cost of living. This is a concerning trend, and without the right support, we could be heading towards a crisis. The federal government is pushing us to expedite reviews of infrastructure and renewable energy projects, but we need the support of Congress and state governments to address the root cause of the problem. We urge them to step up and help us recruit and retain the best professionals in our field.
