At the heart of this transformative vision is the development of high-speed heavy rail (HSHR) infrastructure, an endeavor that promises to revolutionize both our agricultural potential and military logistics capabilities. A Vision for Australia’s Agricultural Renaissance The dream of transforming Australia into Asia’s Food Bowl hinges on our ability to rapidly and efficiently transport goods across vast distances. The proposed high-speed heavy rail network is poised to be the backbone of this transformation, offering an unprecedented boost to our agricultural sector. By connecting our fertile farming regions directly with urban markets and shipping ports, HSHR will drastically reduce transit times, ensuring that Australian produce is fresher and more competitive on the Asian market. The construction of this infrastructure will involve extensive development across regional Australia. Last week the Australian Government announced an expansion of the Global Supply Chain Program from 7 to 13 prime companies (https://lnkd.in/gPqHKv-x). The expanded GSC Program can be viewed through the lens of the Australian Strategic Policy Institute's article discussing the opportunities that AUKUS provides industry, as well as the broader strategic implications. AUKUS, much like the GSC Program, is a chance to foster international collaboration, spur investment, and build a robust domestic defense industry. The success of AUKUS and the GSC Program hinges on Australian Industry Capability. That is, Australian small to medium enterprises that deliver and develop platforms, equipment, services, and technologies that are in demand by the Australian Government and coalition allies. Capabilities that large primes have not and cannot foster by virtue of their size and scope - but that smaller, more agile organisations have an advantage. Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the European Commission "EU and its Member States are spending €14.4 billion annually on military research and development (R&D) compared to €130 billion in the US, ten times more. Worse still, this limited amount is spent in a fragmented way, with each Member State setting its own priorities and carrying out a rather solitary kind of work. This fragmentation is further mirrored in the way Europeans buy military equipment: only 18% of defence equipment is procured in cooperation, the rest on a national basis. The consequence is a European defence industry that is too small, too fragmented, and lacking innovation. To address this issue, we have started pooling European expertise in common R&D projects. With the European Defence Fund (EDF), which has a budget of €8 billion over the 7–year period of the Multiannual Financial Framework, we are incentivising pan-European cooperation, bringing together industry, SMEs, research organisations, the European Defence Agency and our Armed Forces. These projects include, for example, ARTURO, a state-of-the-art radar project coordinated by the Leonardo S.p.A. from Italy or ECOBALLIFE, led by the Spanish company Tecnalia, to develop durable, yet lightweight protective materials for soldiers and vehicles."
