Integrating a Force for Twenty-First-Century Deterrence and Warfighting Hudson Institute 4 Oct 2023 The United States military faces multiple intensifying challenges. China, a peer adversary, has eroded the US military’s post–Cold War dominance and threatens the sovereignty and economic prosperity of the US and its allies and partners around the globe. Facing flat budgets, the Pentagon is pursuing resilience, flexibility, interoperability, and affordable scale to gain an edge. Far from the exquisite precision strikes of Operation Desert Storm, US forces will need to assemble kill chains in the field from a changing variety of commercial and military systems to undermine enemy decision-making and sustain a potential protracted fight. In order to implement the interoperability and command and control that the US military needs for a more adaptable and resilient force, leaders from the Department of Defense and its industry partners will have to cooperate. Today marks 16 years since the adoption of the landmark Convention on Cluster Munitions, a treaty made possible through the crucial efforts of the Cluster Munition Coalition (CMC) and its partners. This convention banned indiscriminate cluster munitions due to their devastating impact on civilians, especially children. While significant progress has been made, with 124 countries joining and stockpiles destroyed, challenges persist. An example is the ongoing war in Ukraine which tragically highlights the continued use of these weapons and their lethal effects. On this anniversary, the CMC urges all States Parties to stand strong and protect the Convention and its norms, ensuring the protection of civilians from these indiscriminate and insidious weapons. https://bit.ly/3R70SU5

At the operational level, hybrid warfare uses national influence (STEMPLES Plus) to create asymmetric advantages in support of objectives. At the tactical level, it uses civilians to create chaos in the face of forces tasked with capturing objectives for conventional forces.

In warfare, collateral damage refers to the unintended harm inflicted on civilians while aiming to neutralize a specific target or enemy. It represents the unfortunate consequence of military actions where civilian lives are unintentionally affected. However, it's critical to distinguish this from deliberately targeting civilians in the hope to eliminate perceived threats, like targetting innocent children in the hope to kill Hamas and relying on the 'collateral' excuse. Such deliberate actions aren't collateral but rather heinous acts of murder, violating the fundamental principles of humanity and the rules of engagement in conflict.

"In a conflict with China the United States would largely exhaust its munitions inventories in as few as three to four weeks, with some important munitions ... lasting only a few days. Once expended, replacing these munitions would take years." The exquisite will be exhausted rapidly; the next long war will be the domain of brilliant but basic systems and platforms that can be manufactured at scale, operated easily and repaired or replaced quickly.
