MSMEs are critical to global supply chains, but many were forced to shut off trade during the pandemic. Labour and movement restrictions, a logistics crunch, and uneven consumer demand exposed supply chain risks and left MSMEs struggling to cope with spiralling costs. Their resilience is key to the resilience of supply chains as a whole, and APEC - Asia-Pacific Economic Cooperation must therefore support MSMEs to bolster their supply chains. This is a key priority of the US chairmanship of APEC in 2023. To this end, National Center for APEC, in partnership with UPS, Johnson & Johnson, and Access Partnership, has developed the Supply Chain Resilience Toolkit, which was launched at the Supply Chain Resilience Capacity Building Workshop for MSMEs on 26 July in Cebu, Philippines. This toolkit contains an online self-assessment for MSMEs across APEC to measure their resilience across 27 indicators, understand their gaps today, and access practical recommendations to build resilience.
