NDIS was designed to be a national scheme, meaning that it was supposed to provide uniform, equitable support across the entire country, transcending state boundaries. However, NDIS’s implementation and governance structure have been deeply shaped by Australia's federal system, which involves complex interactions between Commonwealth and state/territory governments. Classic. We’re told it's this great uniform scheme, but then the good ol’ federalism shows up, trips over its own feet, and suddenly “equal access” becomes more like “depends on where you live, mate.” Let’s be real, when has a system designed by multiple governments ever been smooth? It’s like trying to have one chef bake a cake while the other controls the oven. Of course, we end up with half-baked policy and burnt #funding negotiations. And don’t forget, each state’s got its own secret ingredient—whether it’s more resources or simply more red tape. Here’s a question: If the whole thing’s supposed to be centrally managed, why is it that the service delivery feels like a game of "who can dodge #responsibility faster," Commonwealth or states? At this point, they should just call it "Passing the Buck: Disability Edition." Imagine needing support, but instead of receiving a service, you get handed a map and told, “Here’s how to navigate the bureaucratic maze. Good luck with the federal-state handover ceremony every time you need housing or healthcare!” Wouldn't that be great? And how about the #accountability gap? The Commonwealth says it's in charge, but the states say, “Hey, we’re doing our bit over here.” It’s like having two parents in charge of dinner, but neither one can decide whether they’re cooking or ordering takeaway—so you just sit there hungry, wondering what happened to that so-called “national” meal. How can anyone be surprised that participants in one state get better services than those in another? I mean, the whole “equal access” idea clearly didn’t account for state politics. What’s next? A state-by-state lotto system for disability support? Spin the wheel and see if you live in a place that gives a damn. You can slap “national” on the label, but as long as state and federal governments are playing tug-of-war with people’s lives, it’s never going to be truly uniform. It’s a federal scheme in national clothing, and that clothing? Well, it’s got some serious holes. #NDIS, while it was intended to be national, the realities of Australia's federal structure have led to compromises in how the scheme operates. What measures will be put in place to ensure that "next time" is "done better" 3. who gets to decide, and how, whether you have "done better" 4. what precise measure of compensation will be put in place if you haven't "done better next time"

One of the interesting narrative arcs of the workplace during Covid was stage 1 - implementation of emergency measures stage 2 - the disabled community raising the fact that emergency measures were often exclusionary and that we don't become not disabled in an emergency; and the response "we are all finding this difficult" as though that means the experience of disabled and non-disabled were somehow the same (because actually people somehow think in a crisis we stop being disabled) stage 3 - as time goes on and the evidence becomes incontrovertible, a promise is made to 2do better next time" stage 4 - once the promise has done the job of keeping people quiet, any mechanisms to embed actual change get pushed to the backburner Now that cost of living and funding crises are causing more "hard times calling for emergency efforts," we are seeing stage 2 reached again, where the line "we are all finding this hard" is used as a reason not to be inclusive. We get it. In general, #accessibility is what people do with the energy they have left over. When they have no energy left over they can't manage to do it. And they also get resentful. Because they are finding it hard. and they assume that's what we as disabled people mean when we describe our lives (which, of course, it isn't). At some point people need to understand why we don't believe them when they say they will learn lessons and embed inclusion in future so it won't happen again. The only way to break this cycle is to actually embed inclusion, so that when times get hard and people's energy is running near empty, it is not an additional effort, the first ballast to be jettisoned, to be inclusive. So the next time you are tempted to say "we'll do better next time", please add 4 elements for transparency 1. how "next time" will be defined 2. What measures will be put in place to ensure that "next time" is "done better" 3. who gets to decide, and how, whether you have "done better" 4. what precise measure of compensation will be put in place if you haven't "done better next time"
