HOME POOL SAFETY STRESSED IN WAKE OF RECENT DROWNINGS In the recent wake of four child drownings in private backyard pools, the NJ Aquatic Safety Coalition is advocating educating homeowners in Home Pool Safety. The recent tragedies were all in backyard pools with parents or guardians nearby. Drowning is the second leading cause of pediatric deaths across the country. Both in ground and above ground pools became very popular during the COVID pandemic years. With this rush to build these backyard pools, homeowners may not have understood the risks and responsibility in providing a safe environment. Building codes require barriers and fences around pools. Pool companies and contractors educate homeowners on pool maintenance. However, there is no educational requirements for homeowners in safety and risk management. Good intentions of providing a pleasurable and relaxing recreational private pool for the family and friends still does not negate the need to also provide for safety and supervision of children. A few years ago, the state of Arizona was leading the country in pediatric drownings. A main cause was the explosion of quick installation of backyard pools, most without barriers or fencing. One county in AZ not only regulated barriers and other protective requirements, but also implemented having homeowners complete a Home Pool Safety course/presentation in the course of applying for a building permit for a pool. This Home Pool Safety course is only 30 minutes long but the results of this implementation, along with barriers and fencing, decreased pediatric drownings since. It now may be the time for New Jersey to implement the same educational requirements for homeowners planning to install both an inground and above ground backyard pool. Barriers and fencing is already required here in New Jersey. Local building codes can easily require this Home Pool Safety training. As educators and parents, we cannot let this become just another statistic. It's a stark reminder that children's safety must be our paramount concern during school outings, no matter how idyllic the venue seems. We need to move beyond lip service and implement robust and proactive safety measures, not reactive. Here's what schools must do now: 1. Risk Assessment & Thorough Venue Research: Before finalizing any picnic spot, conduct comprehensive risk assessments. Identify potential hazards like water bodies, uneven terrain, wildlife, or proximity to dangerous roads. Deep-dive into research: Check weather forecasts, safety records of the location, and availability of emergency services. Don't rely on hearsay or superficial knowledge. 2. Stringent Supervision & Buddy System: Increase the teacher-to-child ratio, especially for younger children. Ensure constant adult supervision, not just passive monitoring. Implement a strict "buddy system" where children pair up and stay accountable for each other's safety. Regular headcounts and buddy checks are crucial. 3. Emergency Preparedness & First Aid Training: Develop and rehearse detailed emergency plans for different scenarios, including medical emergencies, natural disasters, and missing children. Equip teachers and staff with essential first-aid training and supplies. Train them to assess situations quickly and respond effectively. 4. Open Communication & Parental Involvement: Clearly communicate safety protocols and expectations to both children and parents.
