READY TO VOTE? // Improving movement in and through Nampa is one of the top community-identified priorities shared in our annual survey. If approved by voters, the $38 million General Obligation Transportation Bond is not estimated to raise current funds collected by Nampa taxpayers, but be similar to the fees paid by the expiring general obligation bond. The bond is for the purposes of increasing public safety by funding improvements to certain roadways and pedestrian corridors within the City of Nampa. Nampa residents inside city limits will cast their vote on the May 21, 2024 ballot. The following high-need projects have been identified for funding should the bond be approved by voters. These projects, which will reduce travel times and congestion, are a mix of construction and design. Treasure Valley Marketplace & Midland Intersection Improvements Library Square Congestion Improvements 12th Ave to 11th Ave Crossover Corridor South-East Nampa Connection to SH-16 (Design) Safe Routes to School (Sidewalk Improvements): -Lone Star Middle School -Endeavor Elementary -Birch Elementary -Roosevelt Elementary -Skyview High School -East Valley Middle School Learn more at https://bit.ly/nampabond Pursuant to an ordinance adopted on February 5, 2024, by the City Council of the City of Nampa, Canyon County, Idaho (the “City”), there will be a special municipal bond election held between the hours of 8:00 a.m. and 8:00 p.m. on May 21, 2024, in the City regarding the City’s proposed issuance of general obligation transportation bonds in an amount not to exceed $38,000,000 for the purposes of increasing public safety by funding improvements to certain roadways and pedestrian corridors within the City. The interest rate anticipated on the proposed bonds based on current market rates is 3.59% per annum. The total amount to be repaid over the life of the proposed bonds, principal, and interest, based on the anticipated interest rate, is estimated to be $53,910,817, consisting of $38,000,000 in principal and $15,910,810 in interest. The estimated average annual cost to the taxpayer of the proposed bonds is a tax of $18.00 per $100,000 of taxable assessed value, per year, based on current conditions. The proposed bonds will mature within twenty (20) years from the date of each series of bonds. The total existing indebtedness of the City, including interest accrued as of May 21, 2024, is $155,840,619.

Today at the League Of Oregon Cities' 2024 Local Government Spring Conference, Grants Pass City Manager Aaron K. Cubic likened managing public safety and general fund budgets in Oregon to running a marathon with sunglasses while breathing with a paper bag over your mouth. The "Public Safety Financing: Levies, Fees, and Contracts, Oh My!" session shed light on the rising demands and costs for public safety services. Participants explored creative funding solutions, including levies, fees, and partnerships, supported by community voters. The challenges stem from Oregon Measures 5 and 50, voter-approved in the 1990s, which capped property taxes leading to reduced municipal revenues. For example, North Bend relies on a transfer from the General Fund to pay for police, fire, and dispatch, bolstered by a $15 monthly public safety fee on utility bills, a rate that cannot be increased without voter approval. Before these measures, Oregon utilized a levy-based system where taxing districts set levies as dollar amounts, divided by the real market value (RMV) of properties to determine tax rates. Under that system, the full market value of properties was taxable, and districts could only exceed a 6% increase with voter consent. This session provided crucial insights into navigating these financial constraints to ensure public safety. #publicsafety #taxation #localgov

Regardless of the outcome of this year's election, in 2025 there is going to be a massive rewrite of US tax policy. Congress is already working in teams to draft recommendations for new tax policies, and there's good news for the Low-Income Housing Tax Credit: the representatives assigned to housing and community development tax policy are already co-sponsors of the Affordable Housing Credit Improvement Act. These Congressmen and -women are now asking for your help in persuading leadership to strengthen and expand LIHTC. They are asking for original, individual letters of support, and we want to ensure that Congressional leadership knows how much LIHTC impacts North Carolina. Proposed cuts to the State’s budget may jeopardize the programs that tens of thousands of Californians rely on free tax prep, education & outreach, and ITIN support to file their taxes & claim their tax credits for free. Through The HUB, BWC’s foster youth community center, more than 100 youth received tax filing assistance through the free VITA tax service. Cuts to these programs in #CABudget will leave Californians unable to access the relief they rely on to help make ends meet. That’s why it’s so important that state leaders protect and maintain safety net reserves and anti-poverty programs in the state budget that so many of our most vulnerable residents rely on.
