Recently had an opportunity to attend a seminar on public procurement delivered by Rutwik Phatak, PGDM, IIM Shillong, Asst Professor at ASCI, Hyderabad which lead to series of thoughts as to where India stands on the stage of public procurement. India, a thriving economy with a growing PSUs, is on the brink of a significant shift in its public procurement landscape. With the constant evolution of global best practices and the rise of digital technologies, the question arises: Is India's public procurement system poised for a game-changing transformation? Public procurement in India is a crucial aspect of governance and economic development, ensuring transparency, fairness, and accountability in the allocation of public funds. Challenges faced: 1. Prevalence of bureaucratic red tape, leading to delays and inefficiencies in the procurement process. 2. Lack of a robust monitoring and evaluation mechanism often results in instances of corruption and malpractice. 3. Absence of a standardized procurement policy across all government entities further adds to the complexity and inconsistency in the procurement process. 4. The PSUs' top priority is ensuring that the product they is supplied meets quality standards, which often may be compromised by the L1 party. 5. The public procurement portals like GeM and CPP often have complex guidelines and sometimes are difficult to follow under various circumstances. Way ahead: *Portals like GeM & CPP, integration of digital platforms for e-bidding, e-procurement, and e-contract management might become the torchbearers with required modifications. *Fostering a Culture of Transparency and Accountability: Transparency is the availability of accurate information about various issues and the commitments and performance of actors while accountability is holding institutions and actors accountable for their commitments and performance. A critical aspect of the transformation lies in fostering a culture of transparency and accountability. Implementing stringent measures, emphasizing the disclosure of procurement-related data and encouraging public participation can phase out the doubt over the whole stage of public procurement. India's journey towards a game-changing transformation in public procurement requires a concerted effort from all stakeholders involved. By addressing the challenges, leveraging digital advancements, and prioritizing transparency and inclusivity, strengthening GFR, the nation can realize the true potential of its public procurement system, fostering an environment that promotes fairness, efficiency, and sustainable development for all.

1moHi all. 3.5.2024 Think about ASCI I am retired 43years experienced well seasoned civil structural engineer with a glorious career across the country with various reputed organisations.I was called and selected by ASCI in oct 2023 from among competitor candidates of rtd CE engineer, RTC cadre and perished in 3months because of no administrative byelaws there. My organisations were far ahead of ASCI.I wonder how they are imparting trainings to majastic Govt/ Corporate organisations . I wish to present two incidents to showcase ASCI crude status; 1.I sincerely objected Architect cum material contractor high rates and poor work in executive hostel renovation.The Registrar told he is chairman's candidate we should not interfere. 2.The water proofing worker who is already working at double rate is carrying out very poor quality work. The Registrar and Secretary told to compromise as lower cadre stake holders has engaged him. I was making every thing documented . One fine evening Registrar called me and handed over termination letter with half pay without showing any established reason . You are interacting with such organisation for Training !!!@@@@@!!!!.....!!!!!
