First Government building undergoes deep retrofitting

Awaiting planning decision for the proposed redevelopment of a 2ha brownfield site with 217 new homes in Basildon, Essex. The site is designated for employment use but has laid empty for over two decades. Bordered by an elevated dual carriageway on the north and a waste handling facility on the south, the environmental impacts and creating a high-quality residential neighbourhood in the midst of these adjacent land uses presented the biggest challenges. Good site access and the mainline train station close by enabled us to consider higher densities. The overall masterplan has been developed with a road and parking buffer zone along the northern boundary, a green buffer zone along the south boundary and ample green space between the residential blocks. Each block is arranged to face east and west with minimal outlook towards the north and south. A truly sustainable approach to both the site layout and the design of the buildings has been applied in order to create an outstanding re-generation proposal. The controversial Charlemont Drive, St Andrew apartment complex constructed by Mark Barnett, president of the state-owned National Water Commission, his wife Annette, and developer Phillip Smith."The 2018 Building Act, Section 18 requires... all applications to be accompanied by 'building design and plans' and the certification application by a 'building professional.' In the case of'small building work' (below 300 square meters), a 'building practitioner' may apply, except if the work is complex," I noted in my response to the question, "KSAMC should abide by the building act." Was 11 Charlemont Drive the result of the work of a professional building team? Why not, if not? Council highlights update. ONE There’s a report for referral to public hearing this week that will allow for increased height of #masstimber buildings of up to 10% outright. The intention is to accelerate mass timber construction in new buildings taller than six storeys. Mass timber can reduce carbon embodied carbon pollution of construction by 25-45% over typical concrete. And the offsite construction has the potential to reduce housing construction costs, mitigate the labour shortage, support BC wood, be seismic resilient and energy efficient. As this involves changes to zoning and development by-law, procedurally Council would refer to a future public hearing and public can speak if desired. TWO As part of our commitment to making permitting easier and making it easier to build housing and support innovation, a report on changes to the Building By-law will also come to Council this year. It will include recommendations to adopt Provincial changes to allow 18-storey #masstimber construction, as well as City efforts to allow mass timber to be used on firewalls and on the lot line, which could have broad applications in low-rise commercial buildings.
