"Doing a job" is an extraordinary article by admiral Hyman Rickover (1900-1986), the “Father of the Nuclear Navy” which was mentioned in a HackerNews discussion. This article resonates so well on me! If only more CEOs and company owners were implementing even 10% of the ideas of the admiral - it would have been a fundamentally different corporate world! This one-page article deserves to hang on the wall of every CEO and every manager on each level of any organization! The retrofitting of the entire US Naval submarine arsenal, silo modernization and production of uranium and plutonium. Every day there is reporting about the increased cost in the Sentinel ICBM program and the Nunn-McCurdy review. Here is what some reporters are failing to mention. Nuclear forces as a whole account for only 7-percent of the total 10-year cost for national defense. This includes all nuclear forces - personnel, weapons systems, infrastructure, delivery systems, storage, stockpile services etc. So, 7-percent of the total defense budget that forms the foundation of our national defense strategy is not a bad price tag. Another consideration reporters are leaving out is the cost of the new Columbia SSBN. Ballistic missile subs are several times more costly than ICBMs, but ICBMs are what's making headlines for news outlets and an ever increasing pile of "concerned citizen journalists." The projected costs straight from the Congressional Budget Office are publicly available.

A difficult read. Some excerpts: “Another strategy for pushing sailors to qualify was to put them on “nickels” where they would have to be on duty for five hours and then five hours off, causing people to become chronically sleep deprived”. “The report says the part of the ship where Slocum worked was supposed to have 88 people, but at the time of his death, there were only 71 people in the department. Paul A. Kingsbury is a retired master chief who began his career in nuclear propulsion. In general, he always looks at whether a ship is understaffed when diagnosing personnel problems.”

On Canada's intention to buy new submarines. The linked YouTube video is a one hour podcast where three retired Canadian Admirals discuss various aspects of a submarine acquisition. Not "exciting" (no graphics... voice only), but well informed and articulate. I recommend the podcast to any with a moderate-to-strong interest in the topic. For those with only a passing interest, here are a couple of points I thought particularly interesting: 1. On the question of "why not buy nuclear-powered subs?", it was explained that three major factors in any defense programme are; cost, capability, and sustainability. While nuclear-powered submarines are superior in capability, they are also far more costly and difficult to sustain. Regarding sustainment, one must consider the need for: - Crewing - not only do nuke subs have larger crews, there are often two crews assigned to each sub - Training - engineering roles in a nuke have much more extensive training needs - Dockyard and national industrial capacity, which doesn't currently exist in Canada for nuclear propulsion systems and fuel handling 2. On the subject of the desirability of spending defence dollars in Canada, the Admirals pointed out that the procurement costs are always signficantly smaller than the operations & maintenance costs. This is relevant because the latter will be spent in Canada, even if the subs themselves are built offshore. Note that foreign shipbuilders have consistently demonstrated a willingness to transfer the necessary technology for local maintenance. Just as a check, I did a quick search and found a Parliamentary Budget Office beakdown of the cost estimates for our new surface warships, and they were as follows: 1.4% Design 26% Acquisition 72% Operations & Maintenance 0.6% Disposal 0.6% The figures above support the argument that even with an offshore build, most of the money on new subs would be spent in Canada. https://lnkd.in/e76rH8wX
