"US Air Force Secretary Frank Kendall says the move is designed to ‘meet strategic challenges in a time of great power competition’..... What US thinks is strategic and how they opt to meet those goals .... is hard to determine. What is still true is that the USAF is STILL operationally the most effective, the most experienced and the most globally capable airforce in the world. And the USN comes in second. China is named as the key threat because ... it is the closest rival, and the most convenient. Russia even after Avdiivka is still not considered a major threat. Yet, the USAF also has to respond to proxy threats in the Middle East. And they want to gain dominance in space - shades of Strategic Defense Initiative. How to measure if it works? There are two measures - one is obvious, measuring what they say they will do and measuring against what they actually achieve; especially those that actually turned out to be strategic AND important. The other? Call it a head fake - making China invest in those areas .. because strategic threats cannot be ignored, leading to potential overstretch.
