North Korea, Supreme People's Assembly on the 7th of next month... Will it delete unification and add border condolence? North Korea has announced the convening of the Supreme People's Assembly on the 7th of next month to discuss amendments to its Socialist Constitution, alongside other legislative measures. This significant assembly comes amid ongoing efforts by North Korea to strengthen its stance against South Korea, including the potential removal of the term "unification" from the constitution, which currently appears 13 times. Analysts are closely observing how these changes may reflect a shift toward a formal recognition of "hostile relations" between the two Koreas. On the 16th, the Korean Central News Agency reported the decision made by the Presidium of the Supreme People's Assembly to hold the 11th session of the 14th assembly in Pyongyang. The agenda will include debating modifications to the Socialist Constitution, adopting the Light Industry Law, deliberating on a Foreign Economic Law, and overseeing the implementation of the Quality Supervision Law. Historically, the Supreme People's Assembly convenes infrequently, typically once or twice annually. A key focus of this upcoming session is expected to be the integration of Chairman Kim Jong-un’s "two hostile states" theory into the constitution. This may involve the removal of references to unification and the addition of terms framing inter-Korean relations as adversarial. This move aligns with North Korea's recent strategies to dismantle the notion of a unified Korean identity, including recent actions such as terminating organizations focused on relations with the South and destructing symbols of former unification efforts. Furthermore, there are indications that constitutional amendments may include new territorial definitions, establishing a formal border between North and South Korea. Currently, the constitution only specifies Pyongyang as the capital, while South Korea’s constitution broadly defines the territory of the Republic of Korea. Experts suggest that North Korea might outline its territorial claims more explicitly and redefine military and maritime boundaries in their favor, potentially claiming the Northern Limit Line as the official maritime border. Moreover, it is anticipated that North Korea will introduce provisions aimed at reinforcing educational and cultural narratives to further depict South Korea as a "constant enemy," solidifying ideological divides between the two states. Syrian Minister of Transport, Engineer Zuhair Khazim, Establishes New Maritime Self-Assessment Committee Shipping Arabia, July 04, 2024 — In a significant development, Minister of Transport, Engineer Zuhair Khazim, has released Decree No. 751, which establishes a committee for managing the self-assessment file of the maritime administration. This initiative, effective as of June 30, 2024, underscores Syria's commitment to enhancing its maritime sector's standards and aligning with international norms. The committee will be led by Engineer Bushra Nassif, Assistant Minister for Maritime Transport Affairs. It includes notable members such as Brigadier General Ali Ahmed, Director General of Ports; Engineer Mohammad Wassouf, Director of Maritime Inspection; Engineer Mudhar Safiya, Director of Maritime Transport Affairs at the Ministry of Transport; Captain Mohammad Jamal Othman, President of the Syrian Maritime Navigation Chamber; Mr. Wafi Al-Sayed, Vice President of the Syrian Maritime Navigation Chamber; Mr. Mohammad Abdul Razzaq Yamak, Head of the Maritime Agents Division; and representatives from the maritime community, Mr. Mustafa Hamza Kanfani, Mr. Mustafa Ahmad Othman, and Captain Youssef Ahmad Jundi. The committee's formation is a proactive step towards improving the implementation of maritime instruments and formulating a work policy to achieve optimal results. The team is tasked with developing a comprehensive strategy that includes contracting international experts with a robust track record in maritime assessments to ensure that the work is completed to the highest standards. These experts are expected to have prepared assessment files for at least three countries and conducted assessments for an equal number. Furthermore, the committee will engage with various maritime activities to explain their roles in this initiative, encourage their contributions, and ensure the procurement of all necessary resources to succeed. The ultimate goal is to complete the self-assessment file meticulously, prepare it for final presentation, and submit it officially to the International Maritime Organization. This rigorous approach not only aims to elevate Syria's maritime administration but also to solidify its standing within the international maritime community by adhering to and exceeding global operational standards.
