Saudi Aramco's unveiling of 99 projects over the next three years signals an ambitious move towards enhancing oil and gas output and upgrading facilities. Saudi Aramco outlines massive three-year spending programme The largest investments involve three liquids-to-chemicals (LTC) complexes Saudi Aramco is planning to launch 99 projects over the next three years as it seeks to ramp up oil and gas output and treatment capacity and modernise its existing facilities. The 2024-26 expenditure programme is divided into three main segments: 58 oil, gas and petrochemicals projects, 22 pipeline and distribution developments and 19 civil and marine infrastructure schemes. Each project comprises several individual contract packages. A total of 40 projects involve greenfield, expansion or upgrade of hydrocarbons facilities, 12 of which will be offshore. These include projects such as the gas lift programme at the Marjan field, dry gas handling at Shaybah and sulphur recovery unit upgrades across the kingdom. Other major schemes include a residue unit upgrade at the Ras Tanura refinery and a crude increment and produced water facilities at the Ghawar and South Ghawar fields. The largest investment under the medium-term programme is the construction of three world-scale liquids-to-chemicals (LTC) complexes at the existing Yasref, Samref and Sasref refineries in Yanbu and Jubail. While the LTC programme has been under consideration for at least half a decade, this is believed to be the first time Aramco has publicly stated the multibillion-dollar projects will be spread across two locations and three complexes. Additionally, the oil and gas giant said it was planning a new grassroots integrated refinery complex on the Gulf coast, without providing further details. To support this expenditure, there will be several associated civil infrastructure and marine works projects, including a new corporate office and residential units in Dhahran and an upgrade of marine facilities in Yanbu. The material requirements for Aramco’s three-year capital expenditure are significant. The total value of awarded contracts in the Middle East & North Africa (Mena) water sector climbed to $20bn in 2023 – up 74 per cent compared with the $11.5bn-worth of contracts awarded in 2022. Saudi Arabia and the UAE awarded the largest share of contracts, as expected. The overall projects pipeline - planned and unawarded contracts - grew from $60bn in 2023 to over $75bn as of the start of 2024, offering lucrative opportunities for utility developers and EPC contractors going forward. In the same year, Mannesmann contracted ILF to provide design services for the Turkish section of the Iraq–Turkey Pipeline (ITP). Additionally, ILF was tasked with assuming responsibility for the hydraulics of the entire 1,000 km system under a further contract from the Iraq National Oil Company (INOC). ILF’s success in these contracts not only enabled ILF to enter the Middle Eastern and Turkish markets, but also to apply ILF’s pipeline expertise on an international scale for the first time. In addition, assuming a leading role in the field of Pipeline Engineering, which had previously been dominated by American companies, ILF was also able to establish this field in German-speaking countries. ILF’s pipeline expertise was developed with determination and purpose during ILF’s early years. Initially focused on oil and gas pipelines, it was rapidly expanded to include pipelines for other media. This expertise was instrumental for ILF being awarded the contract for the Riyadh Water Transmission System (RWTS) in 1977. GCC projects awarded decline in 2Q'24 📈 During 2Q'24, the total value of projects awarded in the GCC dropped by 19.7% YoY to USD 51.7 billion, primarily due to a downturn in project awards in Qatar and the UAE. In UAE and Qatar, the total value of awarded contracts fell by 23.6% and 98.5% YoY to USD 16.3 billion and USD 162 million, respectively. However note that, this dramatic decline in Qatar is largely attributable to the USD 10 billion worth LNG projects that were awarded in 2023. In UAE, the decline was predominantly driven by the construction sector, which saw a 63% YoY decrease in project value, accounting for 27% of the total contracts awarded compared to 47% during the same period last year. Conversely, Saudi Arabia experienced a 9.9% increase in the total value of contracts awarded during 2Q'24, reaching USD 30.6 billion. This growth was primarily fueled by the demand in the Neom project, despite lower oil production. Sector-wise, 2Q'24 was dominated by the gas sector, with awarded projects increasing by 17.3% to USD 14 billion. As of 2Q'24, the total value of projects in the pipeline stands at USD 3.5 trillion, with Saudi Arabia holding the lion's share, followed by the UAE and Oman. Kuwait sets new Deadline for Two Oil Projects #OilandGas #Onshore #Engineering #Bidding Two strategic oil #Projects in #Kuwait have been given a new bid submission deadline by state-owned Kuwait Oil Company (#KOC). Together, the two projects have a value of $1.4bn. Kuwait’s Central Agency for Public #Tenders (Capt) has set a new deadline 10 November 2024 for both projects. Previously the bid deadline was 29 September 2024. The first is a project to develop effluent water disposal plants (#EWDPs) for injector wells. The plants, known as EWDP-I and EWDP-II, are part of an expansion scheme and the project is estimated to be worth KD220m ($716m). The second strategic project that has been given a new bid deadline is focused on the installation of a separation gathering centre known as SGC-II in the eastern region of Kuwait, which is referred to as EK-II. The scope also includes crude debottlenecking work and the project has an estimated value of KD207m ($673m). When the projects were originally tendered in June this year, the following companies were prequalified to bid on both:Hyundai Engineering & Construction Company (South Korea) Samsung Engineering (South Korea) #Saipem (Italy) #Sinopec Luoyang Engineering Company (China) Sinopec Engineering Incorporation (China) #Tecnicas Reunidas (Spain) #Larsen and Toubro (India) #Daewoo Engineering & Construction (South Korea) #Petrofac International (UK) GS Engineering & Construction (South Korea) Kuwait is in the middle of an #Upstream project push as it aims to produce 4 million barrels a day (b/d) of oil by 2035. Production capacity currently stands at about 2.9 million b/d, and the country aims to reach 3.2 million b/d by 2025 or 2026. Kuwait is developing a large project plan that will be published in the coming months and will consist of several major schemes.All of the projects on the list are planned to have contracts awarded before the country’s suspension of its parliament has ended. On 10 May, Kuwait’s Emir, Sheikh Mishal Al-Ahmad Al-Sabah, announced the indefinite suspension of parliament in a televised speech.Under Kuwaiti law, parliament can be suspended for a maximum of four years. The new list of planned projects is expected to include upstream and downstream projects, as well as #Petrochemicals facilities.Prior to the suspension of Kuwait’s parliament, the country suffered from very low levels of project awards for several years due to political gridlock and infighting between the country’s cabinet and parliament.
