Survey report about Interreg Europe's future Responding to the call of the European Commission to consult on the future of the European territorial cooperation, the Interreg Europe programme prepared a concrete plan on how to involve relevant stakeholders in the process and successfully completed the first actions. Survey results published This spring, Interreg Europe launched an online survey. The main target group of the programme - local, regional or national authorities, and other institutions involved in regional development policies - were invited to contribute. 455 respondents from 39 countries answered the survey and shared their views on the future of interregional cooperation. Interreg Europe has just published the summary report of the survey results. What comes next? The survey report was presented to the Interreg Europe's monitoring committee in June 2024. The key topics will be discussed now in more detail in the monitoring committee later this October. Later this year, Interreg Europe will prepare a final report on the Public consultation on the post-2027 and submit it to the European Commission. More information: https://lnkd.in/dZScaQb4

The All NEMO Committee held its second Annual Conference on September 19th in Athens 🇬🇷, a city renowned for its rich cultural heritage, as Greece is the cradle of Western democracy, philosophy, and the arts 🏛️. 📣In this context, I would like to share some messages: ✅ There was #unanimous #support for the Electricity Market Design Reform #EMDReform. Though it was initiated during a challenging time for Europe, it has produced highly positive results👏. #NEMOs have been recognized as one of the key pillars of the EMD reform, which acknowledges the benefits of the current Single Day-ahead #SDAC and Intraday #SIDC Couplings. These have contributed significantly to well-functioning short-term markets across Europe 🇪🇺 ⚠️ It is crucial to ensure that the review process for capacity allocation and congestion management #CACM safeguards the #operational #security and reliability of our #SDAC & #SIDC, building on the solid foundation of existing market coupling governance. ✅ The extension of our #SDAC & #SIDC to the #EnergyCommunity #Contracting parties is one of the most relevant projects #NEMOs are dealing with. ✅ In June, #NEMOs, in collaboration with #TSOs, successfully implemented Intraday Auctions #IDAs at the EU level, introducing a new market segment that offers Europe #enhanced #trading #opportunities within the intraday time horizon 🕒 ✅ We are also dedicating significant resources to implementing the #15minute Market Time Unit (#MTU) in SDAC #Next_year 🗓️. This crucial development will provide greater time #granularity to all market participants ⏱️ ✅ The European institutions can rely on the continued support of NEMOs in this new 🇪🇺#EU cycle 🔄. The All NEMO Committee is committed to offering its full support and expertise to President Von der Leyen and the future College of Commissioners. ✅Various elements of the #EUGreenDeal rely on a market-based approach, and our #SDAC and #SIDC mechanisms are delivering the right signals for Europeans to invest in low-carbon technologies 🌍🔋 #MoreEurope 🇪🇺 and #MoreMarkets will be pivotal in delivering a decarbonized 🌱 and competitive EU 💪

To prepare the post-2027 period, the EU Commission requested all European Territorial Cooperation (ETC) programmes carry out a consultation process in 2024. As part of this initiative, the Interreg Europe programme launched an online survey in March 2024 inviting all interested stakeholders to contribute with their views on the programme. A total of 455 valid replies were received. There was good geographical spread, the core target group of the programme is well represented with 52% of replies coming from public authorities (national, regional and local levels). Ireland had 7 responses. For most respondents (41%), the main added value of interregional cooperation lies in ‘solving challenges in their region’. This confirms the relevance of the overall programme’s objective (i.e., to improve regional development policies and as a result solving territorial challenges) and its strong result-oriented approach. The biggest potential for interregional cooperation were the specific objectives covered under Greener and Smarter Europe. Moreover, respondents considered all main topics of regional development have potential for interregional cooperation. The following areas of possible changes (mostly related to projects) were identified: • Administrative burden; Several respondents called for further simplification of the different procedures. • Financial support; The need to provide additional financial support through higher co-financing rate or advance payment was also regularly mentioned. • Nature of the activities; Many respondents called for more flexibility regarding pilot actions and small investments within projects. • Partnership requirements and policy instruments; Some respondents considered the current partnership requirements as challenging. • Participation of small public authorities; Some of the programme’s constraints (e.g., financial support, administrative burden) make it difficult for small organisations to get involved in projects. • Communication & partner search; The volume of information available from the programme is sometimes considered as overwhelming. • Language and cultural differences The language and cultural differences were regularly mentioned as an obstacle for good cooperation.. • Differences in national rules and legislations; Although this is an external constraint on which Interreg Europe cannot help, many respondents identified the differences in national rules and legislations as a significant barrier to effective cooperation. The survey report was presented to the Interreg Europe's monitoring committee in June 2024. The key topics will be discussed now in more detail in the monitoring committee later this October.
