The BSCC Byrne SCIP RFP makes $10,694,933 available to California cities and counties via a competitive process. Applicants may request up to $500,000 for small-scope projects and up to $1,000,000 for large-scope projects that address a minimum of one of the following program purpose areas (PPA): PPA 1: Communication, education, outreach, and public awareness (related to Extreme Risk Protection Order (ERPO) laws and programs). PPA 2: Behavioral health deflection for those at risk to themselves or others. PPA 3: Funding for law enforcement agencies to safely secure, store, track, and return relinquished guns (including guns relinquished through a variety of protective orders, which includes Gun Violence Restraining Orders (GVRO), Domestic Violence Restraining Orders (DVRO), Elder or Dependent Abuse Restraining Orders, and Civil Harassment Restraining Orders).

Reducing Violence and Changing Lives Through Community Intervention The Bronx-Osborne Gun Avoidance and Prevention Project (BOGAP) provides a violence intervention and prevention program for people ages 16 to 30 with a first-time felony charge of loaded-gun possession. After successfully completing the one-year program, the felony charge is reduced to a misdemeanor. BOGAP's mission is to reduce and prevent gun violence by transforming attitudes and building job skills. New research out today: Regional Gun Violence Research Consortium member John Shjarback explores an association between levels of firearm prevalence/availability in the general population, firearm legislation, and rates of police shootings per capita. Some key findings: • In the six-year period, 2015-2020, rates of fatal police shootings of residents across states ranged from a low of 0.38 per 100,000 in Rhode Island to a high of 5.70 per 100,000 in Alaska. • During that same period, rates of fatal and nonfatal, injurious police shootings ranged from a low of 1.26 per 100,000 in New York to a high of 9.32 per 100,000 in New Mexico. • Rates of police shootings are higher in states that do not require permits or have “constitutional” concealed carry rights, while rates are lower in states with laws designed to strengthen background checks.
