The International Committee of the Red Cross - ICRC’s post on neutrality, rooted in the Geneva Conventions, highlights a critical principle that has guided humanitarian action for over 160 years. While neutrality is intended to preserve humanity in conflict, applying this principle in modern warfare is increasingly complex. Historically, the Geneva Conventions provided a solid framework for humanitarian work, yet their effectiveness is often undermined in non-international conflicts involving non-state actors who may not adhere to these norms (Stoddard, 2020). As modern conflicts become more decentralized, many non-state actors view humanitarian organizations as adversaries, further complicating neutrality and putting aid workers at risk (Stoddard, 2020). Additionally, the debate between classical humanitarians, who prioritize strict neutrality, and new humanitarians, who suggest leveraging humanitarian aid for broader political goals, raises important questions about the evolving role of neutrality. Some argue that engaging with political dimensions could enhance the impact of aid, while others believe this threatens the integrity of the principle (Bradley, 2023). Moreover, the legal character of neutrality and other humanitarian principles is not fixed, and their interpretation varies among actors (Sharpe, 2023). This evolution of the neutrality principle reflects a growing recognition that modern humanitarian action faces new challenges. Neutrality is one of the Fundamental Red Cross and Red Crescent Principles and is defined as follows: Neutrality : In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature. The word " neutral " comes from the Latin ne-uter and means: neither one thing nor the other. An institution or a movement is neutral when it refrains from participating in a conflict and abstains from any interference. In respect of the ICRC the confidence of the governments of States bound by the Geneva Conventions is probably the most important requirement for its work in the event of armed conflict, disorders and situations of tension.

International Committee of the Red Cross - ICRC However, Turkey and Qatar are not neutral, yet they seem to be more effective mediators than you in the Ukraine and Gaza wars, respectively. So perhaps neutrality has lost some of its potency but is retained for ideological, political, and pragmatic purposes. It is easier to ignore claims of ineffectiveness behind an absolute claim of neutrality - it is always someone else’s fault when you cannot save a hostage or prisoner-of-war from mistreatment or death. Silence may not amount to moral complicity, but that silence continues to erode your moral authority as the superintendent of the laws of war. One day, you will lift your head from the plush pillow to realise that both are gone - the torch of morality passed to someone else, or the laws of war tortured to death in the rubble of another neglected war. The FCC Chairwoman, Jessica Rosenworcel, has announced that the Commission will vote during its April 25th Open Meeting to restore Net Neutrality, which would reestablish a national standard for broadband reliability, security, and consumer protection. If adopted, the proposal would bring back Net Neutrality protections, provide oversight of broadband outages, boost the security of broadband networks, increase consumer protections, and restore a widely accepted national standard. The proposal would also empower the FCC to protect consumers from current provider practices, such as the selling of location data by broadband providers. If adopted, the reclassification and rules would largely go into effect 60 days after Federal Register publication. https://lnkd.in/g6nfUzSb

The Federal Communications Commission has confirmed proposals to vote on rules to restore net neutrality in the United States and will hold a vote to restore net neutrality at its April 25 open meeting. The objective, to return to the 2015 rules of reclassifying internet service providers and broadband network operators as common carriers under Title II of the Telecommunications Act of 1996.
