The potential impact to General Aviation airports.
Without taking a position on this bill (because it's not in final enough form for me to have an educated position on it), I do encourage industry and lawmakers to consider the indirect consequences of regulating these types of operations to General Aviation airports. Just asking the questions: How will this legislation affect general aviation airports hosting these types of flight operations? Will they be expected to accommodate screening in certain facilities? Will they be required to have airfield security areas like commercial service airports do? Will they be required to have law enforcement response requirements like commercial service airports do? How will that affect the financial status of GA airports and personnel requirements, not to mention the logistical issues that will arise? Will there be unfunded mandates for GA operators? Will certain GA operators hosting these operations have to become certificated and meet FAR Part 139 Airport Certification requirements? Or will these Part 380/135 operators all have to move to existing commercial service airports? Consider for a moment that the TSA presently regulates about 450 commercial service airports (depending on the website you are looking at). It takes 45,000 TSA security officers (i.e., screeners) to screen the nearly 3 million passengers a day passing through these airports and some 600+ TSA security inspectors to make sure airline and airport operators are adhering to their security programs. However, there are nearly 5,000 public-use general aviation airports with over 15,000 thousand charter companies (note: not all of these are conducting the types of flight operations that, so far, are being addressed in this legislation). Will the aircraft operators have to employ their own screeners, or will TSA provide that service? How many more inspectors must be hired to ensure compliance with the aircraft and possibly the airport operator security requirements? What questions am I not asking that concern the GA airport community? Without saying yes or no to this legislation, I urge lawmakers and industry to consider the potential indirect impacts of regulating these types of flight operations at General Aviation airports. #av_security, #AAAE #NBAA #A4A #part380 #part135 #generalaviaiton #airportsecurity #aci
