Last week UK Chancellor Jeremy Hunt delivered his Autumn Statement.   We are pleased to see the government focusing on productivity, which the statement mentioned 44 times. This has long been a priority for AICPA & CIMA. We recently released a report on Tax and Productivity, and we also met with HM Treasury to discuss improving public sector productivity, drawing on lessons and insights from our members.   The statement contained a number of positive announcements. These include:   -Full Expensing being made permanent. We called for this after the last Spring Budget, because businesses need certainty to plan long term investments. We are raising the need to include second-hand equipment within it.   -More funding for apprenticeships, and a new two-year apprenticeship growth pilot for high growth sectors. We would like to see higher-level apprenticeships in this pilot to encourage the development of a highly skilled and productive workforce.   -Approximately 5,000 more R&D intensive SMEs will come into scope of R&D tax relief. While we welcome this, we are continuing to advocate that thresholds are not introduced and subcontracting is allowed, at the very least, for SMEs in the new single scheme.   -Next set of Investment Zones announced in West Midlands, East Midlands, Greater Manchester, and the programme was extended from five years to ten years. There are special rules to observe when employing an apprentice in the UK. Basically, an apprentice takes part in a structured training program that combines working with studying.
