Our new CHAMP-EJ report releases today – soon after Governor Kathy Hochul’s shocking decision to indefinitely postpone congestion pricing – revealing that air quality measurements at the hyperlocal level in environmental justice neighborhoods of the South Bronx, and Brooklyn showed levels of fine particulate matter (PM2.5) pollution up to 18x greater and 49x greater (for mobile and fixed measurements, respectively) than the nearest government-run monitors that report hourly values. CHAMP-EJ highlights air pollution and heat research findings including identifying policy recommendations - such as congestion pricing - for the City and State to reduce air quality and heat disparities in low income communities of color. CHAMP-EJ came together with support from the @nyattourney New York State Attorney General’s Office and in collaboration with community-based organizations El Puente, GOLES, The POINT CDC, UPROSE, We Stay/Nos Quedamos, and other research partners. Positive leadership for change is well received especially on the subject of river health which for so long has not had sufficient politcial attention or resource. Reflecting on the effectiveness of governance methods and making improvements to become more fit for purpose is a sign of good leadership. Our current governance system is often still linear, narrow and siloed which does not work for complex ecosystems. Let’s hope the new expanding approach of River Summit addresses this. Citizens campaign groups across Wales have been created to fill the political and policy gap of the past and to draw attention to the pollution and collapse of biodiversity. Now, with focus and resource from the top, these groups provide an opportunity for really exciting delivery of change - communities, government and authorities working together for impact. We already see this on River Teifi (my local river) where citizen science demands from the local community (because existing monitoring and evidence from authorties was not sufficient) have been met with fundraising and now working with the local authority. There are also interesting cultural, heritage and community engagement projects bringing the past, present and future together in place. These bring hope and potential back to what can be a really depresssing endeavour - trying to address the nature crisis. Hopefully there is a place for this movement and really important stakeholder on the new River Summit structure.
I welcome the commitment from the Cabinet Secretary for Climate Change and Rural Affairs, made at the Royal Welsh Show on Monday, to refreshing the Welsh Government's River Pollution Summits. The public want more action to improve the state of our rivers and waterways. I presented my interim advice based on interviews with key stakeholders, which included making the case to broaden the remit of the Summits to consider all freshwater pollution issues. The Cabinet Secretary responded positively. He agreed with the need to review our approach as well as with the need for a new collaborative plan to tackle river pollution in Wales. I will be finalising my advice in the next few weeks and hope to meet the Cabinet Secretary soon afterwards.
