Congratulations to the Hunter Valley Coal Chain Coordinator and its members who were granted authorisation by the ACCC yesterday to continue undertaking central coordination and planning activities to support the efficient operation of the Hunter Valley export coal chain until 31 December 2034.
This decision reinforces that coordination amongst industry participants in a supply chain can be appropriate where it is well implemented and delivers benefits through lower overall costs to the industry, without affecting competition amongst participants in end markets.
Adrian Kemp and Mathew Ditchburn prepared a report for the HVCCC in support of the authorisation, finding that the coordinated activities of the HVCCC and its members have delivered and will continue delivering substantial benefits to the Hunter Valley export coal chain and the wider community, including:
· efficiencies from strategic capacity planning to optimise long-term infrastructure investment;
· avoided operating costs from optimising train, track and terminal usage;
· decreased average demurrage days which would otherwise occur in the absence of whole-of-supply-chain coordination; and
· a range of wider public benefits, including environmental, safety and economic benefits.
