This is an example of Emergency Management Intelligence (or EMINT) - the 'stuff' Emergency Managers need in steady-state for planning, grant writing, gap analysis, etc. And it is what Incident Commanders need during response, through an independent ICS branch for Intelligence. The curation (collection, analysis, and distribution) may be applicable to all of the other branches, as well. Finance/Admin can project additional costs of evacuation, search and rescue, etc.; Logistics can use to determine higher ground staging areas near to service delivery; Operations gets a better understanding of the demoographics of the 'who'; and Planning gets a heads-up as to where there may be pockets of missed opportunities - many of these communities are not well represented in government or even NGO advocacy on their behalf. And if that community's healthcare facilities will be adversely impacted as well, that adds more complexity to the incident. Better to know this now, as part of proactive consequence management.
