Effective Utility Management (EUM), based on the Attributes of Effectively Managed Utilities, developed by utilities for utilities, is the most widely used water utility management framework in the country. First issued in 2008, and endorsed by EPA and other water associations, a modernized version of the Effective Utility Management (EUM) Primer has just been released by the EPA Office of Wastewater Management, American Water Works, and the Collaborating Organizations listed below. In support of the roll-out for the modernized EUM Primer, the EPA is hosting two webinars on the updates that have been made to the EUM Primer. The webinars will not only inform you of the changes that have been made to the EUM Primer, but you will also learn the first steps for implementing EUM at your utility and will also have the opportunity to ask questions of the EUM Steering Group who participated in the modernization process. The Public Service Commission of Wisconsin regulates Wisconsin water utilities. You cannot avoid it!!!! PSC approval is required before a utility can change rates. The PSC has specific rules it must follow prior to making decisions during its application review period. https://lnkd.in/g9jqeP9y INCREASING RATES The PSC Simplified Rate Increase process quickly and easily gives you a small inflationary increase. The PSC also performs an initial screening of your application and rejects those that are considered incomplete. The sooner you have your previous year's financial results, the sooner the PSC can start working on your application. The PSC typically gets busier during July and after October 31st, mostly due the PSC getting jammed up with the large IOU energy rate cases and also the holidays. CONSTRUCTION AUTHORIZATION Water utilities need PSC approval for some capital projects. Capital projects that cost more than $300,000 generally, but not always require PSC approval. Some small projects also require PSC approval.
