I’m pleased to share this important blog from CTIA about the wireless industry’s commitment to supporting survivors of domestic violence.
Domestic violence affects millions every year. According to the National Domestic Violence Hotline, over one-third of women and one-fourth of men in the U.S. will face domestic violence at some point in their lives. Survivors often struggle with shared mobile service contracts, which are frequently controlled by their abusers. This makes it challenging for survivors to establish their own communication lines and devices. Affordability is another major hurdle for those looking to set up independent communication services or exit family plans controlled by their abusers.
To address these issues, the Safe Connections Act of 2022 (SCA) was enacted to support survivors of domestic abuse by ensuring they have reliable, safe, and affordable telecommunications services. The bill passed through the House and Senate with bipartisan support and was signed into law by President Biden on December 7, 2022. This federal law helps survivors swiftly and safely separate from shared wireless service plans with their abusers.
The Federal Communications Commission was tasked with implementing rules under the SCA. These rules, detailed in a Report and Order published in December 2023, address the following:
• Line Separation: Survivors may independently separate mobile phone lines from their abusers.
• Submission Requirements: Survivors must submit specific information when requesting a line separation under the SCA.
• Employee Training: Providers are required to train employees to assist survivors.
• Call and Text Records: To protect survivors, providers must omit records of calls and texts to domestic violence support hotlines from consumer-facing logs.
• Lifeline Program: Survivors may receive support from the Lifeline program for up to six months.
I had the privilege of working with the team at UScellular that developed and implemented this solution. It quickly became apparent how valuable the Safe Connections Act is for everyday people who happen to be survivors. Through this new process, UScellular has been able to help people in ways that weren’t possible before. I'm very proud to have been part of developing and implementing a solution that addresses a significant issue in our society and perhaps brings a little bit of relief and light to those who need it most.
