Attached is the new Quarterly PSC CIC Report for July to September 2024, detailing the most frequently recorded defective items identified during PSC inspections at Paris MoU ports. These issues represent the primary causes of detentions. To address this, Owner, Manager, Flag and Class Surveyor are advised to prioritize the following areas during surveys and audits, ensuring compliance with International Conventions and minimizing the risk of deficiencies during upcoming inspections by PSC Authorities. Congratulations Rodrigo Bordon Irun, To receive this Certificate of Award, Rodrigo had to populate a 130-page plus IQ OQ PQ protocol to qualify a Clean-in-Place System in a pharmaceutical manufacturing plant. The protocol detailed the following elements: - Product characteristics – showing what your system is looking to achieve/produce - Production equipment – detailing the equipment necessary - Test scripts and methods – telling you the steps involved in conducting a test - Test parameters and acceptance criteria – defining acceptable test results - Test checksheets – documenting and recording the test results - Final approval – documenting that the validation process has been successfully carried out. And to complete this assignment, Rodrigo had to learn the following: - How to prioritise which parts of the equipment system are critical to qualify and which parts are not etc, using component impact assessments and risk management tools. - How to read/interpret the engineering documentation such as P&IDs, Piping Isometrics and Electrical Loop Drawings used to define the equipment system. - How the intent of a process (like maintaining the product at the required temperature) is linked to the equipment that will be used to do this. - The tests along with the functional test scripts necessary to confirm that the installed equipment is fit-for-purpose, i.e. that it will do what it states that it will do based on the User Requirement Specifications). - How to use a traceability matrix tool to ensure that all requirements defined within the User Requirement Specifications (URS) are tested in the protocol. - How to qualify equipment, instruments and piping systems, and automation controls. 𝐂𝐀𝐒𝐔𝐀𝐋𝐓𝐘 𝐑𝐄𝐏𝐎𝐑𝐓 (𝐕𝐎𝐗 𝐌𝐀𝐗𝐈𝐌𝐀 / 𝐌𝐀𝐑𝐈𝐍𝐄 𝐇𝐎𝐍𝐎𝐔𝐑) - 𝐀𝐋𝐋𝐈𝐒𝐈𝐎𝐍 - 𝐎𝐈𝐋 𝐒𝐏𝐈𝐋𝐋 (29,920GT / 4,709 GT, Built 2009 / 2007) Reports have been received that Netherlands flag vessel, VOX MAXIMA,(29,920GT built 2009), allided with Singapore flag vessel, MARINE HONOUR (4,709GT built 2007) at Pasir Panjang Terminal, Singapore on 14 June 2024. As a result of the accident, one of MARINE HONOUR's cargo tanks was holed and part of the vessel's cargo of low sulphur fuel oil spilt into the harbour. Whilst clean up-operations were quickly initiated, the fuel oil has washed ashore along the coast line leading to the closure of beaches in the area. Various agencies are assisting in the containment operation. MARINE HONOUR was stationary on the berth when it was struck by VOX MAXIMA, a suction hopper dredger. 𝐄𝐟𝐟𝐞𝐜𝐭: • Foreign object handling takes more time due to improper handling by professionals. • OCC holds the trains at stations to handle the foreign object, and train operation got delayed.
