Federal laws and Executive directives require agencies to frequently consult with the public to shape policies and actions. However, these consultation efforts may be perceived as inaccessible or disconnected from stakeholder interests and priorities. The White House Office of Management and Budget (OMB) wants your ideas to develop a Federal framework, guidelines, and leading practices for public participation and community engagement (PPCE) activities to help Federal agencies more broadly and meaningfully engage with you and your communities. PPCE activities include notice and comment processes, Requests for Information, consultations, listening sessions, customer feedback surveys, user research, crowdsourcing, and other activities carried out by Federal agencies to consult with the public to inform regulations, policies, program and service design, and other actions. It's reasonably rare when we at Barrett and Greene Inc. come across a #state or #local initiative that is both innovative and -- we believe -- could be a national model. But that has been the case with North Carolina's Office of Strategic Partnership, an effort to bring together government practitioners, academic researchers and foundations in a way that will close the gap that often exists between these groups who are often addressing the same topics – just in different ways. As Jenni Owen, the director of the Office explains: “People in academia who say they want to have an impact on policy really mean it. And people in government who say they want evidence and data to inform their decisions also really mean it. But the way they each go about doing that is often clunky.” This B&G Report provides details about North Carolina's advances on this front as well as advice for other governments that want to learn from lessons learned there and tips for implementation.
