Robin Barnes - Biodiversity Net Gain for new development - implications Earlier this year my planning colleague, John Bosworth, published an article outlining which biodiversity net gain (BNG) policies have so far come into force. This summarised how the requirement to provide a minimum of a 10% biodiversity gain will be realised by way of on-site measures, off-site measures or purchasing statutory biodiversity credits from the government, as well as exempt development. The final post of 2024 for the PRO-Coast initiative is remarkably uplifting, as it encapsulates the consortium's forward-looking vision in light of recent developments from the Research and Innovation Agency (REA). Last week, the REA launched an integrated campaign focusing on the upcoming 11th meeting of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), which prominently features PRO-Coast in a dedicated chapter. Titled "EU-funded projects leading the way to transformative change for biodiversity," this chapter underscores the pivotal roles that policymakers, businesses, and local communities play in driving meaningful transformation. Highlighting PRO-Coast alongside fellow projects BIONEXT, PLANET4B , and SUSTAIN , the document showcases PRO-Coast’s vision to inspire and empower local communities and civil society, emphasizing the importance of their active participation in the restoration and maintenance of European coastal ecosystems. Our Head of Rural Investment, Roland Bull has contributed to the Green Finance Institute's Biodiversity Net Gain’s Roadmap for Action report. Over 100 cross-sector experts have been brought together to provide insight and to address challenges in the BNG market since its mandatory launch. The Roadmap identifies and assesses 40 challenges across four pillars of BNG policy design, which shape recommendations for both government action and market-led solutions to unlock BNG's full potential.
