Learning from field The community at risk of disasters receives humanitarian aid only after navigating a series of persistent obstacles, which have yet to be prioritized for removal. These barriers, often bureaucratic and logistical in nature, delay critical assistance and exacerbate the community's vulnerability. Addressing and removing these obstacles must become a priority to ensure timely and effective aid delivery, ultimately enhancing the resilience and safety of at-risk populations.

In my reflections for World #HumanitarianDay 2025, I felt it crucial to recognise and acknowledge the indispensable role of affected communities themselves in humanitarian actions. Communities affected by disasters, including the volunteers and community mobilisers who live there, are not merely recipients of aid but the first responders and active participants in crafting solutions that are culturally, geographically and economically relevant and sustainable. As the world grapples with ever more complex and protracted humanitarian emergencies and disasters, a lot more of us will be required to step up, step forward, dig deep and contribute to our communities. Because we all have the potential to be #humanitarians #CommunityEmpowerment #HumanitarianAction #LocalLeadership #SustainableAid #ResilientCommunities

It's very simple. If a place is used as terror infrastructure for attacking Israel (Command & Control centers, Attack Tunnels, arms and rocket caches, military training centers, rocket launchers aimed at Israeli cities, etc.), it becomes a legitimate military target that MUST be attacked to protect Israel citizens. Sadly and cynically, these were placed by Hamas within and under civilian neighborhoods, hospitals, schools and mosques for exactly that reason. That is one of the ways that hamas uses the Gazan population as human shields. Israel does it utmost to distance civilian population from these military posts and infrastructure. Hamas tries to keep the population there as much as it can. The sad thing here is that Hamas brought about the destruction of any military site they created, be it originally a hospital, a school or anything else. That was their decision. Not ours. Same as it was their decision to go slaughter, behead, torture, maim, burn rape and abduct hundreds and hundreds of men, women, children, babies and elderly people, while lobbing thousands of rockets at Israeli cities and towns throughout Israel. Maybe supporting and celebrating that wasn't such a good idea. They can return the kidnapped hostages and surrender any time they want. Here – you turn 360 degrees - every single building is either severely damaged or rubble on the ground. And not just one or two streets, but dozens of streets. Dependency on Aid: "Give a man a fish, and you feed him for a day. Teach a man to fish, and you feed him for a lifetime." This well-known proverb highlights a critical issue in humanitarian aid: the potential for creating dependency rather than fostering self-sufficiency. When communities receive continuous external support without a focus on building local capacity, they can become reliant on aid for their basic needs, which undermines their ability to thrive independently. When aid is consistently provided without encouraging local solutions, communities may lose their sense of agency and empowerment. This can lead to a cycle where individuals wait for assistance instead of seeking ways to improve their situation. Dependency can stall progress by diverting attention from sustainable development initiatives. When resources are allocated to immediate relief efforts without investing in long-term solutions, communities may struggle to recover fully or build resilience against future crises. As communities rely on external support, transitioning from emergency relief to recovery can become challenging. When aid is withdrawn, communities may find themselves unprepared to manage on their own, leading to a setback in their development. #humanitarianaid #Empowerment #Sustainability #CommunityDevelopment #MentalHealth

🌍 Based on learnings from earlier El Niño events, the United Nations OCHA-managed Central Emergency Response Fund (CERF) has developed a proactive approach for more effective and timely action. An independent review of CERF’s response to the severe El Niño episode of 2015-2016 highlighted that CERF often provided the first funding to El Niño-driven humanitarian disasters. However, it was noted that country teams generally applied for funds only when humanitarian impacts were already being felt. The review indicated that CERF funds could have been more effective if disbursed earlier, supporting the growing positive feedback on CERF-funded anticipatory and early action. In anticipation of the 2023-2024 El Niño event, CERF has taken early steps to reduce human losses and enhance cost-effectiveness by prioritizing early and #anticipatoryaction wherever possible, alongside traditional response efforts.
