Transfer to a bachelor's degree remains a key focus for community college students, as evidenced by a recent Community College Research Center (2024) that indicated that more than 80 percent of community college students intend to transfer. Students seeking entry into a bachelor's program in high-need areas such as STEM may face a challenge unique to community college transfers: an inability to receive financial aid for university-mandated prerequisites. A large portion of a student's associate transfer degree is reserved for general education. Ideally, students will use the remaining hours to complete prerequisite courses necessary for admission to the bachelor's degree. However, many community college students come in undecided, decide to transfer to another institution, or change their mind about what they want to study. All of these decisions add hours to the student’s transcript. In addition to student enrollment and course-taking patterns, institutional or state requirements can add additional requirements that limit students' ability to complete their prereqs: ➡ Community college institutional requirements including course-level prerequisites (e.g., intermediate algebra prior to college algebra) and courses designed to address specific requirements such as student life skills, ethics, speech, etc. ➡ State requirements, e.g., civic literacy courses, etc. ➡ Four-year institutional prerequisite requirements that are required for program admission, e.g., more than 24 hours of prerequisites. Currently, the Federal Student Aid an Office of the U.S. Department of Education requires that students be degree-seeking in order to receive financial aid. The challenge for community college students? Some may complete the requirements for an AA degree before they have taken all their necessary prereqs. Once the student earns the AA, they are no longer degree-seeking and can no longer utilize Title IV programs to complete the required prereqs. And students can't be admitted to the bachelor's degree until completion of the prereqs. This is colloquially known as the "financial aid gap," and it can result in AA completers' inability to matriculate to their desired program of study.
