That is absolutely true, we have paved entire continents, put signs to stop and start, and traffic lights to control when pedestrians or cars cross. All these systems have been designed to efficiently make people operate in the city environment. There is not a single reason that we should avoid to modify the environment in a similar capacity and magnitude such that robots are efficient and safe to operate.
