The PLAN has been using a hybridized, Sino-Mahanian Strategic System Model in order to dominate Sea Lanes of Communication (SLOCs), ports and chokepoints since the mid-1990s or earlier. Spyman's Rimland Theory also applies to an extent because the PRC's port occupation via Hutchison-Whampoa is coastal-rimland. The SLOC's are dominated by COSCO vessels, frequently piloted and crewed by active PLAN personnel. Most all larger COSCO vessels are outfitted with top-side weapons-mounting platforms with weapons kept below deck or within containers. The Hutchison-Whampoa-run ports should be viewed as military bases with the potential for multiple containerized weapons systems. Some of the containers also contain pre-fabricated #ELINT-, #SIGINT- and #MASINT-harvesting stations and are fitted to be interconnected.

This note is filled with penetrating insights on the current warfighting focus of the People's Liberation Army #Navy (PLAN). It is drawn from a very recent article in the journal China Military Science. The #China #Military #Science article focuses on the operational capabilities sought by the #PLAN as part of its transformational efforts to build a world-class navy. Key takeaways from #CMSI Note 9 are: * The PLAN is prioritizing the development of what it calls “four core operational capabilities.” These capabilities include 1) integrated near seas operations, 2) far seas mobile operations, 3) strategic deterrence and counterstrike, and 4) amphibious warfare. * Analysis of Chinese writings suggest the focus of these efforts is on prevailing in a high-end conflict involving the U.S. military. * The PLAN seeks the ability to dominate the near seas, strike U.S. bases and sea lines of communication in waters east of the first island chain and in the #Indian Ocean, achieve “reliable, credible, and effective” deterrence against the U.S. through SSBN patrols within and beyond the first island chain, and execute sophisticated multi-domain amphibious operations against U.S. allies and partners. CMSI Note 9 uses the China Military Science article to define each of these operational capabilities and address the geographic context the PLAN considers when evaluating their application. It has been a professionally rewarding week for our U.S. Army School of Advanced Military Studies (SAMS) team. Thanks to Peter Im for sharing your IA Scholars that added an important element. Thanks also to The Army University Department of Simulations and Exercises led by the great James Sterrett that provided great support to us and the exceptional team from MSTP. More work to do this week and next in grappling with multi/all-domain challenges faced by the JTF. Key reflection from the Phase 1 hotwash I observed today: Convergence is about tempo not speed. The practioneer needs to modify the frequency and amplitude of operations in the domains to produce convergence. For instance, due to potential long lead times to realize cyber or space effects, you might have to "slow" activities in other domains and dimensions to synchronize all effects at the time you need it. This week, AMSP '24 and CGSC Information Advantage Scholars executed the wargame phase of Exercise 6 - Multi-Domain Operations. The Marine Corps Staff Training Program (U.S. Naval War College) enabled this training event by leading discussions on maritime and amphibious operations and by coaching and mentoring the planning teams. LtGen(s) (Ret) Brian Beaudreault, Robert Hedelund, and Lawrence Nicholson and VADM (Ret) John Miller served as MSTP senior mentors and provided invaluable and relevant insights covering national policy, strategic art, and operational art to students and faculty. Their mentorship shaped the planning team's appreciation and understanding of the strategic and operational environment.
