📢 Update on Former FCPS Employee Lawsuit - Due to Unprecedented Backlog of Work The Maryland State Board of Education has upheld Frederick County Public Schools’ decision to terminate Sarah Ianacone, a former personnel officer, due to an “unprecedented backlog” of work. 🔍 Background: Lanacone was terminated in September 2021 for failing to process over 500 teacher certifications, among other duties. She filed a federal lawsuit in April, alleging unreasonable workload and disability discrimination. 🚀 Key Points: Lanacone’s supervisors assigned her the CA/TB program in addition to her certification duties, leading to a significant backlog. FCPS provided additional staff to help, Lanacone claimed insufficient resources and time. Lanacone was immunocompromised, and requested telework accommodations due to COVID-19. FCPS approved conditional telework but required in-office work on weekends for accessing physical files. Her request for indefinite telework was denied. Performance Investigation: FCPS conducted an investigation revealing irregular system logins and limited access to the administration building, questioning her performance during remote work. 📜 MSDE's Decision: MSDE found that Ianacone did not perform essential job functions despite reasonable accommodations and that the decision to terminate her was justified. When planning their estates, many affluent people agonize over the impact their wealth might have on their children. To address these concerns, some people establish “quiet trusts,” also known as “silent trusts.” In other words, they leave a significant sum in trust for their children; they just don’t tell them about it. It’s an interesting approach, but is it effective? Many states permit quiet trusts, but arguably the risks associated with them outweigh the potential benefits. A better approach may be to design an incentive trust. For example, the trust might condition distributions on behaviors such as obtaining a college degree or maintaining gainful employment.
