Rwanda. Fintech. Insurance sandbox Great initiative from the central bank. Let’s see what comes out of it. In most EAC countries, the penetration of insurance products is very low. Others can learn from this example. But innovation isn’t at the core of the problem of low take-up. There is a fundamental (and sometimes well-founded) mistrust of insurance. Many people don’t believe they’ll get a payout even if they claim. Many don’t make a claim even when they could. Education and marketing are needed and insurers need to do more to support their own business. Changes in the regulatory framework can help, of course. And in some countries, such as Uganda, the tax system needs to become more supportive. Reform would be valuable in Tanzania as well. But in most countries, life assurance has a very benign tax and regulatory framework so something else needs to be done to promote it. I believe there can be valuable market innovation here, as much in the packaging up of life assurance (and other basic insurance products - especially microinsurance) with other services as in the product itself. EjoHeza is doing some of this in Rwanda. It’s also on the radar for telcos like Vodacom. Life assurance is important. And it ought to be a priority. So the NBR initiative is helpful in focusing on insurance as an area of market failure. Again, I would expect President #Kagame to be pushing both the central bank and the private sector to do more.
