Looking forward to reading the full #DPC decision when released. While the security failure and finding under Art 32 seems relatively straightforward, it will be interesting to read the rationale for the application of a fine /finding under Art 33 - #Meta's failure to notify a #databreach. Curious for more information on how the security failure (storing passwords in plain text) met the #GDPR definition of a notifiable data breach per Art 4.12 and to see how the security failure led to the "accidental or unlawful, destruction, loss, alteration, unathorised disclosure or access to" the passwords. Perhaps there was an element of internal unathorised disclosure? But would employees not be subject to strict confidentiality obligations under contract, and so somewhat mitigating the harm to data subjects, thus reducing the risk to negligible and non-reportable?
