Another great report from Infrastructure Victoria , and a great complement to the recent Decarbonising Infrastructure report, on adapting Victoria's infrastructure to climate change. Of particular interest are the key recommendations to invest in adaptation and to effectively include the value of this investment in business cases. #buildbetter

Environmental changes can significantly affect the risk profile of a transit system operating within these conditions. For example, warmer weather and melting permafrost in parts of northern Canada could destabilize segments of passenger rail, leading to an increased risk of train derailment or track washout during floods. In addition, new technologies introduced as transit systems shift toward #decarbonization could further increase climate risks: for example bus operations could become more vulnerable to power outages due to fleet electrification. Over the last few weeks, I’ve had the privilege of spending time across the Asia-Pacific region, meeting clients and partners from across the whole spectrun of rail industry. As always, it’s been a wonderful opportunity to hear about the latest projects and initiatives underway. There is always plenty to talk about and this time round one of the key reoccurring topics was the increasing challenges that climate change/impact is presenting to railways – both from the perspective of resilience/adaptation and decarbonisation. The communities and opportunities railways connect, the economies they power, the environmental benefits they bring – railways play a crucial role beyond the passengers and customers they serve – and they need to continue to operate safely and reliably in the face of climate change and challnges cause by extreme weather. This is why strengthening rail resilience has become such a big focus area for me. It’s been something we’ve been thinking about at Arup as well, particularly during and after COP26 in Glasgow, UK. To address this challenge we have developed the Rail Resilience Framework. It draws on methodology tested across cities, energy and water sectors with the aim of supporting rail operators, owners and planners in developing a proactive whole-system approach to resilience planning.
