ATCA today continued its advocacy for the integration of cutting-edge technologies and services that ensure the safe and efficient management of the U.S. National Airspace System (NAS), collaborating with stakeholders representing nearly every sector of the system in calling on U.S. congressional aviation leaders and the Administration to strengthen investment in facilities and equipment. Our goal: Convince Congress to consider giving the Federal Aviation Administration the ability to more effectively utilize the Airport & Airway Trust Fund (AATF) balance for needed facility upgrades and system modernization. The AATF is expected to have surpluses in the next few years, and it is critical to ensure those funds are spent to address critical system needs, including the deployment of key NextGen programs, the replacement of many FAA facilities that are more than 50 years old, and the FAA’s return to a model of preventative maintenance instead of “fix-on-fail.” Ensuring the FAA has predictable, sustainable resources for current and longer-term modernization projects is vital. We must continue to build upon the initial steps taken in the FAA Reauthorization Act and provide the necessary capital to address the needs of the NAS.

Interesting reading with the over arching sentiment being the urgent need for the GOV.UK to take strategic actions to enhance the value and capabilities of the UK aerospace sector, focusing on sustainability, innovation, and economic growth. With the UK's premier airshow taking place next week, I wonder to what extent the topics raised in this article will be key themes. It was interesting to read some of the thoughts and insights from Dave Edwards FRAeS Chief Executive of the Royal Aeronautical Society (RAeS). The article highlights the importance of modernising aviation infrastructure with sustainable technologies. This is crucial because it addresses environmental concerns while ensuring the UK's aerospace sector remains competitive and secure. Is there a clear answer at the present time? I attended an event this week; Perceptions, Interests and Fears: Public Opinion on the Climate Crisis, organised by The British Foreign Policy Group. An opinion was expressed to me that the only answer is to basically ban (or at least severely restrict) air travel. I'm not convinced that would be the answer. I'm confident that leaders at the helms of companies such as Rolls-Royce, BAE Systems, aerospace policy advisors, industry consulting firms and sustainability consultants will be curious to see how the new Labour government prioritise and allocate resources to balance immediate defence needs with long-term sustainable development in the aerospace sector? I guess that's a question and a priority for John Healey MP and the UK Ministry of Defence, Defence Equipment & Support (DE&S) and the Defence Infrastructure Organisation (DIO). Can these two priorities be mutually beneficial to each other in achieving the overarching imperative of UK economic growth? #uksecurity #aerospace #defence #innovation #sustainability

The meeting, led by #ECAC's President Alessio Quaranta, brought together DGCAs and representatives from key #aviation organisations such as #EASA, #ICAO and #EU. Recently I had the privilege to be invited by Brigadier Gabrielle Follett to provide some perspective on Virgin Australia’s journey to aviation decarbonisation at the Australian Defence Force, Defence Fuels Symposium in Canberra. As I prepared my presentation, I reflected on the similarities and differences between civil and military aviation. As it turns out, whilst our missions might be different, we are interested in primarily the same outcome: Safe, reliable delivery of on-specification fuel at lowest cost and lowest carbon outcomes. We talk to the same fuel suppliers and the same equipment manufacturers. We fly to the same locations (with some differences), and we (with some differences) pick up the same jet fuel. The conclusion I arrived at was that there were many more similarities than there were differences. As I stare into the challenge of aviation decarbonisation and the opportunity that SAF represents, it's clear that SAF represents far more than another lever for aviation decarbonisation. In the Australian context domestic production of SAF represents resilient supply chains through the availability of an indigenous supply of fuel, job creation, regional development and above all certainty in uncertain times. All these benefits flow back into the economy. One thing we all learnt during COVID was that having a bigger pantry was good but having a veggie patch and some chickens in our backyard was better. In the fuel context, more fuel storage is good, but an onshore production of fuel produced from onshore feedstocks is better. This is the opportunity that SAF represents for Australia. Australia is blessed with land and feedstock that is currently exported. Rather than exporting our feedstock to countries with SAF production, Australia should invest in onshore production of SAF using feedstock sourced in Australia. As we contemplate a way forward through processes like the White Paper, the opportunity for collaboration between civil and defence are both obvious and necessary. The establishment of the Jet Zero Council and more recently the National Fuel Council demonstrates this importance. I hope to see more opportunities for collaboration going forward so that at the end of the day Australia wins. Finally, a huge shout out to Brigadier Gabrielle Follett and the RAAF for the work she and her team are doing integrating SAF into their operation. From my perspective this represents a seismic shift in thinking and supports the idea that whilst our missions might be different, our goals are the same.

🚁 MOD New Medium Helicopter Procurement; the new Cartlidge Criterion? Building on the Government's announcement of 27th February (see Comments section below) on the next stage of the New Medium Helicopter (essentially Puma replacement, as pictured) programme, Shadow Defence Secretary John Healey tabled three written questions: ➡ To ask the Secretary of State for Defence, what his planned timetable is for delivering the first New Medium Helicopter. ➡ To ask the Secretary of State for Defence, if he will publish the invitation to negotiate document for the New Medium Helicopter programme. ➡ To ask the Secretary of State for Defence, what social value considerations are included in the procurement of the New Medium Helicopter. MinDP James Cartlidge responded on 19th March: "The New Medium Helicopter competition includes a 10% weighting for social value in line with the Cabinet Office Social Value Model and guidance. The competition also includes an additional 15% weighting for UK industrial capability which includes essential industrial considerations, spanning design, production, manufacture and importantly, export potential. This is intended to ensure that the New Medium Helicopter contract will secure the vital operational independence we require, as well as investing in UK skills for the long-term and demonstrates the UK Government’s commitment to the Defence & Security Industrial Strategy". MinDP was probably a bit hamstrung by the implications of the next Defence (and Comprehensive Spending) Reviews to wish to offer even an outline timetable - and it would be very rare to release a full ITN. However, that's a pretty full and useful answer on the significance of social value (a concept untested in a competition on this scale, as is in a way the whole three year old Defence and Industrial Strategy), with an additional industrial weighting, fully in keeping with the MOD's Integrated Procurement Model paper of 28th February (also in Comments). Let's call this comprehensive defence-industrial test the Cartlidge Criterion. Something then for all the bidders (Leonardo Helicopters; Airbus Helicopters; Lockheed Martin) - and their supply chains - to get stuck into - and for the usual commentators to see how this Criterion fares as a test case. #raf #britisharmy #makeukdefence #defenceprocurement #helicopters
