In my opinion, local technical maturity is dependent on the capabilities of local professionals who are serving for local businesses as well as projects where new comers get the starting points. We get exposed to a new technology when a local project starts using it and building upon it. Not an individual professional, when teams of local professionals get into local projects or overseas projects with good tech trends, local technical maturity could grow significantly.
