Successfully completed EUCI's Long Term electric Power Demand Forecasting Fundamentals & Best Practices which is a two day program aimed at the particular workable methods and statistical techniques in load forecasting. I recently presented our research outcomes at the Champery Power Conference (https://lnkd.in/e5Y9jHYm, many more amazing talks available), summarising our work from the past few years on stability-constrained optimisation for IBRs-dominated power systems. Our framework is designed to integrate dynamic phenomena (a control challenge) into the steady-state operation of power grids (an optimisation problem). This integration not only ensures minimum operational costs with a guarantee of stability but also facilitates the online co-design of IBRs' dynamic behaviour, moving towards a software-defined grid (SDG). This framework effectively links the stability challenges with economic consequences and can be potentially used to inform the designs of IBRs for the vendors, the investment decisions for the asset owners, and the stability market design and operation for the operators. Value of Lost Load (VOLL) is an important metric for electric markets. It represents a proxy for the economic costs customers incur due to a power outage. It can help inform cost-benefit decisions with respect to generation and transmission investments and can be an important input for resource adequacy decisions. It is also a complex metric to estimate because it involves a survey-based method for deriving customers’ willingness to pay to avoid an outage or to be guaranteed a higher level of reliability. The quality of the survey instrument, the representatives of the survey participants, the administration of the survey, and the robustness of econometric methods utilized have major implications for getting the VOLLs right. The Brattle Group team recently had the privilege to undertake a VOLL study on behalf of ERCOT, which resulted in an ERCOT region-wide VOLL estimate of $35,000 per MWh. This value was adopted by the PUC of Texas and will be used for various planning studies and Reliability Standard Assessment. There are many other interesting findings in the study such as the VOLL values by customer class for different outage durations; the impact of advanced warnings; VOLLs for various C&I sectors including data centers; and a literature review of VOLLs estimated in the US and elsewhere. Check out the report at https://bit.ly/3TqHfY7 Brattle’s star econometrician Dr. Charlie Gibbons led the study.
