With the prevalent trend of urbanisation — the UN projects that almost 50% of the Indian population will be living in urban areas by 2047— it is crucial not to overlook those who choose to stay behind in villages. How can upskilling improve rural economies?

The YES project falls under Helvetas Tanzania's Skills, Jobs, and Income thematic area. Launched in 2018, the first phase of the YES project spanned until 2021 and reached 2,647 young people, comprising 1,374 males and 1,273 females. A notable 52.6 percent of the graduates were either employed or self-employed by the end of the first phase. Building on this success, the second phase commenced in 2022, targeting 3,600 young individuals. This phase aims to enhance vocational skills, agribusiness, green skills, and entrepreneurship among youth, with a focus on ensuring 60 percent participation from young women. Why is upskilling necessary for the rural youth? Upskilling for rural youth Context: The discussions have been held on empowering rural youth through skill development initiatives to make them employment ready. Major source of rural income: ⇒ Farming Activities: Like cultivating crops, horticulture, and floriculture etc. ⇒ Labor: Many individuals in rural areas engage in various types of labor, including agricultural labour and construction work, ⇒ Non-farming Activities: Such as small-scale trading, services (such as transportation or repairing services) etc. ⇒ Cottage Industries: Like handloom weaving, pottery, handicrafts, and small-scale manufacturing. Issues faced by rural people: ⇒ Fragmentation of land hinders efficient farming practices, reduce productivity. ⇒ Agrarian crisis due to unpredictable weather patterns, water scarcity, soil degradation, rising input costs, and fluctuating market prices. ⇒ Limited opportunities due to limited access to education and skill training programme. ⇒  Inadequate wages in agricultural and non-agricultural sectors. Consequences of agrarian crisis: ⇒ Around 34 million farmers leaving their farms and transitioning to other sectors such as construction during 2004-05 and 2011-12 (NSSO). ⇒ Migration to nearby areas in search of meaningful employment and thereby increasing economic and environmental burden on urban areas. ⇒ Feminization of rural areas, as men migrate to urban and semi urban areas for better economic opportunities. Government initiative: ⇒ Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDY-GKY) : To provide high quality skill training opportunities. ⇒ Jan Shikshan Sansthan (JSS) Scheme: To provide vocational skills to non-literate, neo-literates as well as school drop outs. ⇒ Pradhan Mantri Kaushal Vikas Yojana (PMKVY): To enable Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Way forward ⇒ Labour-intensive “township and village enterprises" (TVEs) needs to set up under the purview of local governments to revitalize rural economies (Practiced by China) ⇒ Vocational education needs to be integrated with Industrial Training Institutes to upskill rural population. ⇒ Skill mapping of rural areas can help tailor training programs to meet local needs effectively. ⇒ Government support: such as Delhi government’s ‘Skill On Wheel’ Initiative. Hello Folks, The idea of youth Upskilling is the most urgent need of this decade, due to rising unemployment it becomes necessary for everyone to talk about the other sectors where youth can find a comfortable job opportunity. Therefore while studying this problem we came across Project Arya and the ICAR's contribution to the field of Youth Upskilling and employment in agriculture. With international students, SCORE Livelihood Foundation conducted three-day experiential learning sessions on Diversity, Inclusion, and Sustainable Development. A number of topics were discussed, including water management, climate-smart agricultural practices, women's economic empowerment, and cultural aspects related to India. Why Do Children of Jobholders Get Scholarships While Farmers' Children Are Left Behind? In India, we often see scholarships being awarded to the children of government employees and other jobholders, which undoubtedly helps them secure better educational opportunities. However, it raises a critical question: Why aren’t there specific quotas or scholarships designed for the children of farmers, who play such a crucial role in our society? Farmers are the lifeblood of India, ensuring that food reaches every household. Yet, their children frequently face significant challenges in accessing quality education due to financial hardships, limited resources in rural areas, and lack of targeted support. Despite their contributions, the educational needs of farmers' families often go unaddressed. While children of jobholders benefit from relatively stable incomes and access to urban educational institutions, farmers' children often have to navigate a different set of challenges, including economic instability and inadequate schooling facilities in rural regions. This disparity calls for a reevaluation of our scholarship policies to ensure they are equitable and inclusive. Introducing specific quotas or scholarships for farmers' children could be a transformative step in bridging this gap. By providing targeted support, we can empower the next generation of rural youth, ensuring they have the same opportunities to succeed and contribute to India's growth. Thanks to all my colleagues at the Ministry, Nodal Officers from State Governments, Municipalities, Implementing teams in 40 Cities, who all came together this month at #Ayodhya with massive participation, in a significant step towards success of Mission "Bhiksha Vriti Mukta Bharat”, to organise a National Workshop and Training Program for accelerating implementation of Ministry's 𝐒𝐌𝐈𝐋𝐄 𝐬𝐮𝐛 𝐬𝐜𝐡𝐞𝐦𝐞 𝐟𝐨𝐫 𝐜𝐨𝐦𝐩𝐫𝐞𝐡𝐞𝐧𝐬𝐢𝐯𝐞 𝐫𝐞𝐡𝐚𝐛𝐢𝐥𝐢𝐭𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐩𝐞𝐨𝐩𝐥𝐞 𝐞𝐧𝐠𝐚𝐠𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞 𝐚𝐜𝐭 𝐨𝐟 𝐛𝐞𝐠𝐠𝐢𝐧𝐠 in 77 Cities across the country. Signing Ceremony of Memorandum of Agreement Between KP-RETP and KP-TEVTA was organized in Planning and Development Department Khyber Pakhtunkhwa, today. The Khyber Pakhtunkhwa-Rural Economic Transformation Project (KP-RETP) and the Khyber Pakhtunkhwa Technical Educational and Vocational Training Authority (KP-TEVTA) signed a Memorandum of Agreement (MoA) to foster economic growth and enhance employment opportunities in the region. The KP-Rural Economic Transformation Project (KP-RETP), a flagship initiative by the Government of Khyber Pakhtunkhwa in collaboration with the International Fund for Agricultural Development (IFAD), aims to reduce poverty and enhance food and nutrition security for approximately 785,000 households, benefiting around 4.35 million individuals across 36 districts. The project specifically targets households with a Poverty Score Card (PSC) score of 0-34, focusing on women and youth through economic graduation programs, market-oriented initiatives, and capacity-building activities. The MoA aims to strengthen the institutional capacity of KP-TEVTA, enabling it to conduct comprehensive job market assessments and design vocational training courses aligned with evolving market demands. By leveraging the expertise and resources of KP-RETP, this collaboration will significantly contribute to the economic development and employment landscape in Khyber Pakhtunkhwa. Key elements of the MoA include: • Strengthening Institutional Capacity: Enhancing KP-TEVTA’s ability to conduct thorough job market assessments and deliver relevant vocational training courses. • Job Market Study and Annual Outlook: Establishing a system within KP-TEVTA to undertake job market studies and release an annual job market outlook. • Budget Allocation: Allocating PKR 14.50 million for the implementation of this agreement. Speaking at the occasion, Mr. Muhammad Zaheer Uddin Baber, Project Director KP-RETP said; “The signing of this MoA with KP-TEVTA is a critical step towards achieving our shared vision of economic empowerment and sustainable development in Khyber Pakhtunkhwa. This collaboration will enhance the employability of our youth and ensure they are equipped with the skills required in today’s job market.” Mr. Haider, Director Planning KP-TEVTA on behalf of Managing Director KP-TEVTA passed remarks; “We are excited to partner with KP-RETP to strengthen our vocational training programs. This agreement will enable us to better understand job market trends and tailor our courses to meet the demands, thereby increasing employment opportunities for the youth in our province.” The signing ceremony was also attended by representatives from the Planning & Development Department and Industries Department, Government of Khyber Pakhtunkhwa. #PndKP
