Security dilemmas arise when a state's efforts to enhance its own security, such as by building up its military capabilities, are interpreted by others as threatening and destabilizing. This can trigger an action-reaction cycle of countermeasures that heightens insecurity for all. For instance, China's rapid military modernization and assertive behavior in its near-abroad have alarmed its neighbors and prompted the US to "pivot" more forces to the Asia-Pacific. However, Beijing sees these moves as aimed at containing its rise and encircling it strategically.
