The transportation sector, critical for economic and social growth, is also a leading contributor to emissions. We argue that determined actions, supported by multi-level governance, collaboration and policy implementation, can drive meaningful change in the transport sector. The key to delivering results is a robust framework for the sector’s decarbonization that focuses on three steps: - Avoid unnecessary motorized travel and implement behavior change programs - Shift to less carbon-intensive modes - Improve the energy and carbon efficiency of vehicles This is known as the Avoid-Shift-Improve (ASI) framework. Measures to avoid and shift travel are especially effective and low cost in the long term and result in higher increases in well-being as co-benefits of GHG emissions reductions.
The Avoid, Shift, and Improve (ASI) framework demonstrates the effective measures to reducing green-house gas emissions and generating socio-economic impact. Key considerations for implementing the ASI framework include leveraging advanced analytical tools and models, ensuring a just transition, and promoting multi-level governance. These are all vital steps in the region's journey towards greener and more sustainable transportation.
